Book excerpt: Are lone mothers 'going it alone' in late modernity? In this fascinating work, Martina Klett-Davies examines how women negotiate lone motherhood in Britain and Germany. She draws on interviews with 70 unmarried lone mothers living on state benefits in inner city areas to examine the complexity and diversity of their lives, the ways in which they try to manage choices and constraints, and how they position themselves as carers, dependants or as paid workers. Going it Alone? assesses the extent to which individualization can explain the experience of state-dependent lone mothers, further develops the concept and provides a better understanding of lone mothers. Suggestions with regard to paid employment, education and state benefits are provided as well as policy recommendations for increasing the options available to lone mothers.

Book excerpt: This strategy document sets out the measures the Department for Work and Pensions intends to take to help achieve the Government's target to eradicate child poverty by 2020, based on the principle that improving employment opportunities for parents is the most sustainable route out of poverty for themselves and their children. These measures follow on from the 2007 Budget statement (HCP 342, session 2006-07; ISBN 9780102944556) and form part of the Government's cross-departmental strategy to tackle child poverty through a whole range of policy areas, including tax and benefits, health and housing, childcare and education. Measures announced include: i) extending the New Deal Plus for Lone Parents (NDLP Plus) to March 2011 and to cover all lone parents in London, and to extend key elements of this support programme to two-parent families on benefit in the current pilot areas and throughout London; ii) extending the In-Work Credit for Lone Parents scheme (which provides an extra £40 per week for lone parents moving into work in 40 per cent of the country, including most of London) until June 2008 and to increase the rate payable in London to £60; iii) pilot schemes to link the In-Work Credit to adviser support to promote retention in work for lone parents, based on the Employment Retention and Advancement model; and iv) a major expansion of work-focused English as a Second Language provision, delivered through the cities strategy pilots in East and West London.

This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: DWP runs a range of employment programmes. The department has regularly undertaken comparative cost benefit analyses (CBAs) of large numbers of these programmes. These exercises estimate the absolute and relative cost effectiveness of the various interventions. The department also frequently undertakes CBAs for individual employment programmes at the appraisal and evaluation stages of the policy cycle. To aid comparability and consistency in the assessment of its policies and programmes, the DWP has developed a CBF. This framework describes the steps that should be taken and the assumptions that should be made when conducting a CBA of an employment programme. The CBF ultimately attempts to ensure that public funds are spent efficiently and on programmes that generate the greatest net benefits to society. This report is intended to help improve the CBF. The research consisted of two components: a literature review and new empirical estimates from DWP administrative data. The the literature review considered the following topics: general equilibrium effects; subgroup impacts and distribution of impacts; duration of benefits and employment and wages; multiple participation in programmes or other interventions. The analysis of the administrative data provides: empirical estimates of gross duration of benefits and employment, and annual nominal taxable earnings. The estimates were produced for the range of New Deal programmes.

Available in PDF, EPUB and Kindle. Book excerpt: The traditional image of the family as a life-long unit is fading fast. There are fewer marriages, more divorces, and ever more children born to unmarried or single parents. The forms of our private life are changing rapidly, and people are embarking on new lifestyles based on cohabitation, separation and same-sex partnerships. In this lively and accessible new book, Elisabeth Beck-Gernsheim looks at the future of our lives after the family. Examining the breakdown of the conventional family unit, she explores the new choices that are open to individuals, and analyses our anxiety over the ensuing loss of stability. In Reinventing the Family, Beck-Gernsheim describes how men and women are being confronted with competing and often incompatible demands. Our areas of personal choice have been redrawn, but in a space that involves new social regulations and controls. The talk of 'family values' sits uneasily with the reality of long working-hours, business trips, weekend seminars and career moves. At work, we are encouraged to pursue competition, speed and change; at home we are expected to find community and conciliation. Beck-Gernsheim examines the impact of these conflicting expectations on the relationships between men, women and children, and searches for possible solutions. Reinventing the Family is an important and timely contribution to the growing debate about the family and its future. It will be ideal reading for students of sociology and gender studies, but will also appeal to a wide general readership.

Book excerpt: Up to now, modernization has always been conceived of, in contrast to the worlds of tradition and religion, as a liberation from the constraints of nature. What happens, however, if industrial society becomes a 'tradition' to itself? What if its own necessities, functional principles and fundamental concepts are undermined, broken up and demystified with the same ruthlessness as were the supposedly eternal truths of earlier epochs? These questions are the focus of Ulrich Beck's Democracy without Enemies. The conflict of the future, he argues, will no longer be between East and West, between communism and capitalism, but between the countries, regions and groups involved in primary modernization and those that are attempting to relativize and reform the project of modernity self-critically, based on their experience of it. The conflict of the future will be between the two modernities which will battle over the compatibility of survival and human rights for all citizens of the earth.

Book excerpt: Offering an introduction to the study of both British and comparative social policy, this book provides a unique approach to understanding the British welfare state through its wider international focus. The British experience is related to those of Hong Kong, Sweden, Germany and Ireland and is set in the context of policy issues within the European Community. Particular attention is paid to the interactions between family policies and issues of race and gender, and to the processes by which individuals or groups are given or denied access to full welfare citizenship. Individual chapters move easily between national and international levels in ways which highlight the richness and complexity of welfare regimes in different
