Book excerpt: Normally, military reservists who perform at least 20 years of creditable service are eligible to receive retirement pay once they have reached the age of 60. For some military reservists this could mean waiting an additional 22 years before receiving retirement pay after completing 20 years of active military service. By contrast, retired active duty military personnel can start receiving retirement pay the month following their completion of 20 years of active military service. For some retired active duty military members this could mean receiving retirement pay as early as age 38. This research paper will examine the issue of retirement pay for military reservists. The research reveals that lowering the age at which military reservists are eligible to receive retirement pay will improve the overall readiness of our reserve forces. Recommendations are provided to suggest changing the age that a military reservist should be eligible to start receiving retirement pay.

Book excerpt: As the burden of defense borne by reserve forces has increased, more attention has been paid to differences between the compensation systems for the reserve and active components. One particular emphasis is on the retirement systems, a key difference being that reserve members who complete 20 years must wait until age 60 to draw benefits whereas active members can draw benefits immediately upon discharge. This monograph compares the reserve and active retirement systems, discusses the importance of structuring compensation to enable flexibility in managing active and reserve manpower, describes how the debate over reserve retirement reform has differed from active component retirement reform debate, and considers obstacles to reform and how they might be overcome. It also provides a quantitative assessment of several past congressional proposals to change the reserve retirement system in terms of their effects on reserve participation and personnel costs, concluding that proposals to reduce the age at which eligible members may begin receiving retirement benefits are not cost-effective means of sustaining or increasing reserve component retention. It also concludes that a menu of member options can be a powerful tool to maintain morale and overcome obstacles to reform. Current members could be given the choice of staying in the current retirement system or joining the new one, and the choice might be offered over a period of time, say five years. New entrants and reentrants with few years of service might be placed under the new system.

No longer "weekend warriors", Reserves deploy frequently to ensure that the American military upholds its global commitments. While Reserves' sacrifices are every bit as significant as their regular counterparts, their military retirement annuity is not: many Regulars draw retired pay as early as age 38; Reserves, on the other hand, must generally wait until they reach age 60. This paper calls on Congress to harmonize the regular and reserve military retirement systems. Specifically, this paper advocates for reducing the retirement age to 50 for the Reserves and increasing it to 50 for new active duty entrants. Reforming the two systems to more closely conform to their private-sector counterparts will keep budget outlays in check while meeting the goal of treating all of our fighting men and women equally.
