Book Synopsis Improving Metrics for the Department of Defense Cooperative Threat Reduction Program by : National Academy of Sciences

This book was released on 2012-02-20 with total page 119 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Cooperative Threat Reduction (CTR) Program was created in 1991 as a set of support activities assisting the Former Soviet Union states in securing and eliminating strategic nuclear weapons and the materials used to create them. The Program evolved as needs and opportunities changed: Efforts to address biological and chemical threats were added, as was a program aimed at preventing cross-border smuggling of weapons of mass destruction. CTR has traveled through uncharted territory since its inception, and both the United States and its partners have taken bold steps resulting in progress unimagined in initial years. Over the years, much of the debate about CTR on Capitol Hill has concerned the effective use of funds, when the partners would take full responsibility for the efforts, and how progress, impact, and effectiveness should be measured. Directed by Congress, the Secretary of Defense completed a report describing DoD's metrics for the CTR Program (here called the DoD Metrics Report) in September 2010 and, as required in the same law, contracted with the National Academy of Sciences to review the metrics DoD developed and identify possible additional or alternative metrics, if necessary. Improving Metrics for the DoD Cooperative Threat Reduction Program provides that review and advice. Improving Metrics for the DoD Cooperative Threat Reduction Program identifies shortcomings in the DoD Metrics Report and provides recommendations to enhance DoD's development and use of metrics for the CTR Program. The committee wrote this report with two main audiences in mind: Those who are mostly concerned with the overall assessment and advice, and those readers directly involved in the CTR Program, who need the details of the DoD report assessment and of how to implement the approach that the committee recommends.
Book Synopsis An Assessment of the International Science and Technology Center by : Office of International Affairs
Download or read book An Assessment of the International Science and Technology Center written by Office of International Affairs and published by National Academies Press. This book was released on 1996-11-29 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report reviews the ISTC's objectives and plans, discussed its activities with U.S. and FSU officials, and met with FSU grant recipients and institute directors. The committee concludes that during its first two years the ISTC was successful and effective in meeting its primary objective, which, in turn, has contributed to the larger goal of diminishing the risk of weapons proliferation. Moreover, the opportunities provided to FSU scientists and engineers do indeed offer meaningful nonweapons-related work, which helps address the demoralization that may otherwise contribute to scientists' being lured into work for unfriendly governments. The committee believes the ISTC has also been successful in addressing its secondary objectivesnamely, the solution of national and international technical problems; the support of basic and applied research and technology development for peaceful purposes; and, to a lesser degree, reinforcement of the transition of the FSU to a market-driven economy.
Book Synopsis Russia's Crumbling Tactical Nuclear Weapons Complex by : Stephen P. Lambert
Download or read book Russia's Crumbling Tactical Nuclear Weapons Complex written by Stephen P. Lambert and published by . This book was released on 1997 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: As politicians and policy makers trumpet the successes of strategic reductions and the achievements of the START agreements, Russia has increasingly focused on a rhetorical and doctrinal campaign to enhance the credibility of nuclear war fighting threats by legitimizing theater or tactical nuclear systems. The Russian Federation is convinced that its security rests upon these weapons, and it has therefore attempted to shield both the personnel and the hardware from the effects of the military rollback. The notion that the two largest possessors of nuclear weapons could speedily draw down their arsenals to under 2000 warheads, as a START 3 regime suggests, is misguided. This ignores the thousands of so called tactical nuclear weapons possessed by both states. The very real threats associated with Russia's tactical nuclear arsenal should impel those with genuine concerns to redirect their efforts toward the lower end of nuclear weapons spectrum. The arms control proposal presented in this paper incorporates a regime calling for the elimination of air delivered tactical nuclear weapons that may prove to be a useful model for reinvigorating the stalled process of nuclear arms reductions.

Available in PDF, EPUB and Kindle. Book excerpt: An authoritative survey of the science and advanced technological uses of the actinide and transactinide metals The Heaviest Metals offers an essential resource that covers the fundamentals of the chemical and physical properties of the heaviest metals as well as the most recent advances in their science and technology. The authors – noted experts in the field – offer an authoritative review of the actinide and transactinide elements, i.e., the elements from actinium to lawrencium as well as rutherfordium through organesson, the current end of the periodic table, element 118. The text explores the history of the metals, their occurrence and issues of production, and covers a broad range of chemical subjects including environmental concerns and remediation approaches. The authors also offer information on the most recent and emerging applications of the metals, such as in superconducting materials, catalysis, and research into medical diagnostics. This important resource: Provides an overview of the science and advanced technological uses of the actinide and transactinide metals Describes the basic chemical and physical properties of the heaviest metals, and discusses the challenges and opportunities for their technological applications Contains accessible information on the fundamental features of the heaviest metals, special requirements for their experimental study, and the critical role of computational characterization of their compounds Highlights the most current and emerging applications in areas such as superconducting materials, catalysis, nuclear forensics, and medicine Presents vital contemporary issues of the heaviest metals Written for graduate students and researchers working with the actinide and transactinide elements, industrial and academic inorganic and nuclear chemists, and engineers, The Heaviest Metals is a comprehensive volume that explores the fundamental chemistry and properties of the heaviest metals, and the challenges and opportunities associated with their present and emerging technological uses.

Book Synopsis Dismantlement and Destruction of Chemical, Nuclear and Conventional Weapons by : N. Schulte
Download or read book Dismantlement and Destruction of Chemical, Nuclear and Conventional Weapons written by N. Schulte and published by Springer Science & Business Media. This book was released on 2013-04-17 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: The end ofthe Cold War opened unprecedented opportunities for reductions in weapons of mass destruction. With these opportunities came new challenges, both scientific and political. Traditionally approached by different groups, the scientific, technical and political challenges are inextricably intertwined. Agreements to dismantle and destroy chemical, nuclear and conventional weapons, after having been negotiated via diplomatic channels, require the expertise of scientists associated with their development to determine the safest and most environmentally sound methods of destruction. It is in this context that representatives from sixteen countries and five international organizations were convened jointly by NATO, the Ministry of Foreign Affairs of the Federal Republic of Germany and the State Government of North Rhine Westphalia 19-21 May, 1996 in a meeting near Bonn to take stock of worldwide efforts to destroy and dismantle chemical, nuclear and conventional weapons remaining after the end ofthe Cold War. NATO support was provided under the auspices of the NATO Science Committee's Panel on Disarmament Technologies. The conference brought together the major actors involved in the dismantlement and destruction of chemical, nuclear and conventional weapons, highlighted the substantial accomplishments achieved in this area and pinpointed the remaining technical obstacles still to be overcome. It also underlined the critical importance of transparency, data exchange and verification as indispensable preconditions for disarmament and cooperative security.
