At London in 1930, the United States, Great Britain, and Japan concluded an important arms control agreement to manage the international competition in naval armaments. In particular, the major naval powers reached agreement about how many heavy cruisers they could possess. Hailed at the time as a signal achievement in international cooperation, the success at London proved short-lived. France and Italy refused to participate in the treaty. Even worse followed, as within a few years growing antagonisms among the great powers manifested itself in the complete breakdown of the interwar arms control regime negotiated at London. The resulting naval arms race would set Japan and the United States on a collision course toward Pearl Harbor.

The General Board, a formal body established by the Secretary of the Navy to advise him on both strategic matters with respect to the fleet, served as the organizational nexus for the interaction between fleet design and the naval limitations imposed on the Navy by treaty during the period. Particularly important was the General Board’s role in implementing the Washington Naval Treaty that limited naval armaments after 1922. The General Board orchestrated the efforts by the principal Naval Bureaus, the Naval War College, and the Office of the Chief of Naval Operations in ensuring that the designs adopted for the warships built and modified during the period of the Washington and London Naval Treaties both met treaty requirements while attempting to meet strategic needs. The leadership of the Navy at large, and the General Board in particular, felt themselves especially constrained by Article XIX (the fortification clause) of the Washington Naval Treaty that implemented a status quo on naval fortifications in the Western Pacific. The treaty system led the Navy to design a measurably different fleet than it might otherwise have in the absence of naval limitations. Despite these limitations, the fleet that fought the Japanese to a standstill in 1942 was predominately composed of ships and concepts developed and fostered by the General Board prior to the outbreak of war.

The Royal Navy didn’t invent the submarine—but in 1914, Britain had the largest submarine fleet in the world, and at the end of World War I it had some of the largest and most unusual of all submarines—whose origins and designs are all detailed in this book. During the First World War they virtually closed the Baltic to German iron ore traffic, and blocked supplies to the Turkish army at Gallipoli. They were a major element in the North Sea battles, and fought the U-boat menace. During World War II, US submarines were known for strangling Japan, but lesser known is the parallel battle by British submarines in the Mediterranean to strangle the German army in North Africa. Like their US counterparts, interwar British submarines were designed largely with the demands of a possible Pacific War, though that was not the war they fought. The author also shows how the demands of such a war, fought over vast distances, collided with interwar British Government attempts to limit costs. It says much about the ingenuity of British submarine designers that they met their requirements despite enormous pressure. The author shows how evolving strategic and tactical requirements and evolving technology produced successive types of design. British submariners contributed much to the development of anti-submarine tactics and technology, beginning with largely unknown efforts before World War I. Between the wars, they exploited the new technology of sonar (Asdic), and as a result pioneered submarine silencing, with important advantages to the US Navy as it observed the British. They also pioneered the vital postwar use of submarines as anti-submarine weapons, sinking a U-boat while both were submerged. Doubleday in 1900 created the publishing house of Doubleday, Page & Co. Arthur Page joined the firm as a reporter on the World's Work magazine after graduating from Harvard in 1905. In 1913, when his father was named U.S. ambassador to Great Britain, Arthur Page became editor of the World's Work. He remained with Doubleday until 1926 except for one break during World War I during which he served on the propaganda staff of Gen. John J. "Black Jack" Pershing. In 1927, he left Doubelday to become the public relations vice president of AT&T, then America's largest corporation. A close friend of Henry L. Stimson, Page during World War II headed the Joint Army and Navy Committee on Welfare and Recreation, which oversaw such morale activities as the American Red Cross, USO, Yank magazine, the Stars & Stripes newspaper, Army films and other activities. He went to England in 1944 to oversee troop information for the Normandy Invasion. In 1945, he wrote the news release announcing the first use of the atom bomb at Hiroshima. Page retired from AT&T at the end of 1946. From then until his death in 1960, he was an eminent public relations consultant and a founder of Radio Free Europe. Noel Griese's biography has been selected to the Knowledge Is Power short list of the best books ever written on the subject of public relations.
