Available in PDF, EPUB and Kindle. Book excerpt: The United Nations Convention on the Law of the Sea of 10 December 1982 entered into force on 16 November 1994. Since this date a single binding instrument has regulated the rights and duties of States at sea and regarding the sea. New concepts, such as the exclusive economic zone, archipelagic waters, transit passage through straits, and the International Seabed Area, are now fully recognized. The fifteen member States of the European Union are a significant sample for analyzing the practice of States, or at least that of the Western industrialized States, as regards the law of the sea. They include major and small maritime powers, coastal and land-locked States, States with coasts on the Atlantic Ocean and States with coasts on semi-enclosed seas such as the Baltic and the Mediterranean, States with and without involvement in deep seabed mining and States with different interests as regards fisheries. The fact that they all belong to the European Union is a very important common feature, which amply justifies the choice made to study them together. The book's aim is to give, through essays prepared by well-known specialists, a detailed survey of the attitudes and practice concerning the law of the sea of the member States of the European Union and of the European Community as such. The common positions of the member States and the results of their coordinated action also emerge from these essays. The fact that the member States and the European Community are now actively engaged in the process of becoming parties to the Law of the Sea Convention is certainly a major contribution to the consolidation of the Convention as a universal instrument, or at least as an instrument widely ratified by States of all continents and economic and political interests.

Book excerpt: Eating locally and developing an urban-rural food continuum is a rapidly evolving movement. Integration of multi-functional forms of agriculture — termed New Forms of Urban Agriculture (NFUA) — could be a critical adaptation to strengthen this movement and for the sustainability of cities. While NFUA have the potential to provide diverse benefits to humans, there is an absence of reliable empirical data on the scale and impact of urban resources on NFUA which has a profound impact on its viability and sustainability. In this book, we shift the focus from how NFUA have potential to impact the urban system to investigate the potential impacts of urban resources on NFUA. Access to resources such as land, labour, clean water, etc. are major barriers to enter the agriculture sector in the cities; the chapters in this book present projects or reviews recent research on the subject from different cities in the world. This edited volume offers critical perspectives from diverse disciplines, expertise, and geographic contexts related to the actual and potential role of urban and peri-urban agriculture in the developing and the developed world where forms, adaptations, and debates around NFUA vary distinctively. Using and urban ecology lens, the book provides empirical evidence of how urban resources of land, water/waste, labour, and biodiversity impact NFUA.

Book excerpt: A highly regarded academic and former policy analyst and consultant charts the forty-year history of neoliberalism, environmental governance, and resource rights in Madagascar Since the 1970s, the U.S. Agency for International Development has spent millions of dollars to preserve Madagascar’s rich biological diversity. Yet its habitats are still in decline. Studying forty years of policy making in multiple sites, Catherine Corson reveals how blaming impoverished Malagasy farmers for Madagascar’s environmental decline has avoided challenging other drivers of deforestation, such as the logging and mining industries. In this important ethnographic study, Corson reveals how Madagascar’s environmental program reflects the transformation of global environmental governance under neoliberalism.

Book excerpt: The Government of Natural Resources explores scientific and technical activity in Quebec from Confederation until the eve of the Second World War. Scientific and technical personnel are an often quiet presence within the state, but they play an integral role. At the turn of the twentieth century, the provincial government created geology, forestry, fishery, and agronomy services. These new services drew from recently established university technical programs to amass a corps of skilled employees to support their mission: exploiting resources and occupying territory. Stéphane Castonguay traces the history of mining, logging, hunting, fishing, and agriculture in Quebec to reveal how territorial and environmental transformations thus became a tool of government. By helping to define and shape such interventions, scientific activity contributed to state formation and expanded administrative capacity. The lessons that this thoughtful reconceptualization of resource development offers reach well beyond provincial borders.
