Mine closures present a major challenge to the mining industry and governments, with this being particularly noticeable in the Global South. This book argues that the dependencies created by the mining industry and mine housing policies while a mine is operational cause serious societal problems when it closes. To demonstrate this, the book applies the concepts of place attachment, asset-based development and social disruption. Conceptually, the book challenges the view that place attachment and asset-based development are the most appropriate and often the only policy responses in mining areas. In South Africa, the mining industry and the government have created comprehensive housing programmes linked to homeownership to promote place attachment, stability and wealth among mine workers. These programmes do not consider the disruption that mine closure might bring. The book challenges the blind application, during boom periods, of policies which create long-term dependencies that are difficult to manage when a mine closes. The book argues that pine and eucalyptus monoculture plantations in southern Chile are a form of extractivism representing a mode of nature appropriation that captures large amounts of natural resources to produce wooden-based raw materials with little processing and an export-oriented focus. The book discusses the nexus of extractivism, territorial transformations, well-being, and emerging resistances using a participatory action research methodological approach in the Region of Los Ríos, southern Chile. The findings show how the configuration of an extractivist logging enclave generated a substantial and irrevocable reordering of human-nature relations, resulting in the territorial and ontological occupation of rural places that disrupted the fundamental human needs of peasants and indigenous people. The book maintains that Chile's green growth development approach does not challenge the consolidated tree plantation enclave controlled by large multinationals. Instead, green growth legitimises the extractivist logic. The book draws parallels with other countries and regions to contribute to wider debates surrounding these topics. This book assesses spatial planning in the second-tier cities of the country. Secondary cities are vital as they perform essential regional, and in some cases, global economic roles and help to distribute the population of a country more evenly across its surface. Apartheid planning left South African cities fragmented segregated and with low densities. Post-apartheid policies aim to reverse these realities by emphasising integration, higher densities and upgrading. Achieving these aims has been challenging and often the historical patterns continue. The evidence shows that two opposing patterns prevail, namely increased densities and continued urban sprawl. This book presents ten case studies of spatial planning and spatial transformation in secondary cities of South Africa. The book frames these case studies against complexity theory and suggests that the post-apartheid response to apartheid planning represents a linear deviation from history. The ten case studies then reveal how difficult it is for local decision-makers to find appropriate responses and how current responses often result in contradictory results. Often these cities are highly vulnerable and they find it difficult to plan in the context of uncertainty. The book also highlights how these cities find it difficult to stand on their own against the influence of interest groups (property developers, mining companies, traditional authorities, other spheres of government). The main reasons include weak municipal finance statements, the dependence on national and provincial government for capital expenditure, limited investment in infrastructure maintenance, the lack of planning capacity, the inability to implement plans and the unintended and sometimes contrary outcomes of post-apartheid planning policies.

It is trite that the mining industry has the ability to potentially translate non-renewable natural resources of a nation into mineral wealth through exploration and exploitation, making a significant contribution towards sustainable economic and social development. Metaphorically comparable to a double-edged sword, the same industry can disruptively impose adverse social and economic impacts while dramatically degrading the environment. The aim of this study is to assess the efficacy of South Africa¿̐ưs legal framework in addressing rehabilitation and mine closure liability. The dissertation will focus on three key challenges, namely, socio-economic aspects, financial provision as well as cumulative and integrated impacts. Mine-affected communities continue to suffer from the adverse environmental impacts harmful to their health and wellbeing as a result of mining operations. When a mine closes, communities are often left socially and economically devastated due to loss of employment and other socio-economic benefits that mines provided. The shortcomings and implications of the financial provision requirement for rehabilitation will be assessed as well as the lack of closure strategies to address cumulative and integrated impacts that lead to long lasting negative social, economic and environmental impacts. Overarching, the study intends to contribute to the current discourse on the regulation of rehabilitation and mine closure liability and recommend solutions that can be viable in mitigating the challenges and risks associated with this process in South Africa.
