Book excerpt: Exploring contemporary Okinawan culture, politics, and historical memory, this book argues that the long Japanese tradition of defining Okinawa as a subordinate and peripheral part of Japan means that all claims of Okinawan distinctiveness necessarily become part of the larger debate over contemporary identity. The contributors trace the renascence of the debate in the burst of cultural and political expression that has flowered in the past decade, with the rapid growth of local museums and memorials and the huge increase in popularity of distinctive Okinawan music and literature, as well as in political movements targeting both U.S. military bases and Japanese national policy on ecological, developmental, and equity grounds. A key strategy for claiming and shaping Okinawan identity is the mobilization of historical memory of the recent past, particularly of the violent subordination of Okinawan interests to those of the Japanese and American governments in war and occupation. Although the Japanese state aggrandizers’ reliance on this discourse did not create the imperial nation Japan would become, their fluent use of its terms inscribed Japan’s claims as legal practice within Japan and abroad. Focusing on Japan’s annexation of Korea in 1910, Alexis Dudden gives long-needed attention to the intellectual history of the empire and brings to light presumptions of the twentieth century’s so-called international system by describing its most powerful—and most often overlooked—member’s engagement with that system. Early chapters describe the global atmosphere that declared Japan the legal ruler of Korea and frame the significance of the discourse of early twentieth-century international law and how its terms became Japanese. Dudden then brings together these discussions in her analysis of how Meiji leaders embedded this discourse into legal precedent for Japan, particularly in its relations with Korea. Remaining chapters explore the limits of these ‘universal’ ideas and consider how the international arena measured Japan’s use of its terms. Dudden squares her examination of the legality of Japan’s imperialist designs by discussing the place of colonial policy studies in Japan at the time, demonstrating how this new discipline further created a common sense that Japan’s empire accorded to knowledgeable practice. This landmark study greatly enhances our understanding of the intellectual underpinnings of Japan’s imperial aspirations. In this carefully researched and cogently argued work, Dudden makes clear that, even before Japan annexed Korea, it had embarked on a legal and often legislating mission to make its colonization legitimate in the eyes of the world.

This book seeks to show how global trends have produced similar changes to very different educational systems in the United States and Japan. Despite different historical development, social norms, and institutional structures, the U.S. and Japanese education systems have been restructured over the past dozen years, not just incrementally but in ways that have transformed traditional power arrangements. Based on 124 interviews, this book examines two restructuring episodes in U.S. education and two restructuring episodes in Japanese education. The four episodes reveal a similar politics of structural education reform that is driven by symbolic action and bureaucratic turf wars, which has ultimately hindered educational improvement in both countries.

Scholars argue that the origins of corruption can be found in the "iron triangles" formed by politicians, bureaucrats, and businessmen during the postwar era or during the Pacific War years. In this examination of malfeasance in Japanese public office, Richard Mitchell systematically surveys political bribery in Japan's historical and cultural contexts from antiquity to the early 1900s. Mitchell's narrative serially considers scandals involving courtiers in the ancient imperial government, corruption among the shogun's samurai officials, and political bribery among bureaucrats and party politicians in the mid-nineteenth century. Mitchell concludes that bribery was as ubiquitous in premodern Japan as it has been in recent times. Focusing on the period since 1868, Mitchell discusses in fascinating detail changes in political bribery in the wake of suffrage expansion, estimates of the enormous amount of campaign money needed to win a Diet seat in both the prewar and postwar periods, and the low conviction rate of suspected takers of bribes.
