Kyle Woodson examines the social organization of Hohokam canal irrigation management along the middle Gila River in south-central Arizona. Anthropologists have long recognized that the users of a canal irrigation system have to coordinate and cooperate with each other in the construction, maintenance, and operation of the canal system; the allocation of water; and the resolution of conflicts that arise. An irrigation organization is a social institution that manages and assigns the roles to accomplish these tasks. Yet the social organization of irrigation management cannot be fully understood without examining the link between irrigation organizations and political institutions. Woodson s study achieves this goal by analyzing canal systems and settlement patterns at the village of Snaketown, as well as the neighboring Granite Knob, Santan, and Gila Butte canal systems and settlements during the Pioneer to Classic periods (AD 450 to 1450). With this study, Woodson returns focus to Snaketown, where Emil Haury originally defined the Hohokam cultural tradition and which has revealed yet more insights into the prehispanic world of the ancient Southwest. It describes interdisciplinary evaluation criteria for major water engineering projects (MWEPs) and portrays an application to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. Book excerpt: Cambodia adopted Participatory Irrigation Management and Development (PIMD) as a national policy quite recently in recognition of the need for community participation and ownership of irrigation schemes in order to improve the performance of irrigation systems to achieve operational sustainability and economic development. Under this program, the Royal Government of Cambodia is seeking to devolve responsibility for all aspects of scheme operations to Farmer Water User Communities (FWUCs), which constitute the focal institutional mechanism of PIMD. Implementing PIMD in Cambodia under many existing unfavorable conditions including high levels of poverty, low agricultural productivity and deteriorated irrigation systems with frequently poor design is a very difficult and challenging task. This study carried out towards the end of 2004 in two irrigation schemes of contrasting socioeconomic and physical scenarios analyzes the factors that influence the formation of FWUCs under different physical, socioeconomic, legal and institutional conditions. In this analysis it was found that the favorable socioeconomic conditions, appropriateness of the strategies and the process followed and link with the local institutions were the key attributes for the formation of functional FWUCs in the implementation of PIMD.

This book addresses the issue of how a country, which was incorporated into the world economy as a periphery, could make a transition to the emerging state, capable of undertaking the task of economic development and industrialization. It offers historical and contemporary case studies of transition, as well as the international background under which such a transition was successfully made (or delayed), by combining the approaches of economic history and development economics. Its aim is to identify relevant historical contexts, that is, the ‘initial conditions’ and internal and external forces which governed the transition. It also aims to understand what current low-income developing countries require for their transition. Three economic driving forces for the transition are identified. They are: (1) labor-intensive industrialization, which offers ample employment opportunities for labor force; (2) international trade, which facilitates efficient international division of labor; and (3) agricultural development, which improves food security by increasing supply of staple foods. The book presents a bold account of each driver for the transition.
