Maybe youre not satisfied with the services your government provides, or maybe the cost for these services is far too much. If so, take heart; you can do something about it. Steps to Local Government Reform is your step-by-step guide to undertaking reform on the local level. Public manager Allyn O. Lockner combines years of experience in the public sector to show how you, as a resident or an elected local official, can work with others to successfully implement change within your community. Lockner explains how to make numerous choices regarding the preparation for, and the study, planning, marketing, approval, implementation, and evaluation of reforms. He also shows you how to share these reform results with others. Using various criteria, comparisons, practices, analyses, and other studies aimed at local government performance, Lockner delves into the sometimes tricky world of enacting reform. He reveals how local government works and provides a map for maneuvering around bureaucratic roadblocks. In addition, he includes a comprehensive bibliography for research, an appendix of terms commonly used in the reform process, and guides to creating reform models that are likely to work. With this compendium, you can help resolve vital issues, improve your community, and live a better life.

Book excerpt: 'Structural reform has been one of the most important, and yet one of the most neglected, aspects of modern local government. This book represents the first attempt, since the early seventies, at providing a comprehensive account of both the theory and practice of structural reform in local government in developed countries. Using recent policy experience from seven different countries, the authors present seminal theoretical perspectives on structural reforms in local governance and the policy implications deriving from them. Written by well-known scholars of local government from around the world, this volume is a "must-read" for all academics, practitioners, students and policymakers.' - Giorgio Brosio, University of Turin, Italy

Available in PDF, EPUB and Kindle. Book excerpt: This book is a bold prescription for local government reform that moves well beyond the old arguments regarding consolidations (also referred to as amalgamations) and co-operation (sometimes referred to as shared services) to paint a picture of an efficient, effective tier of government that strikes a balance between the right of persons to pursue their existential ends and the need to promote the common good. The book presents a system of local government that balances human dignity with the common good, restrains Leviathan, provides a voice for the disenfranchised (and even the disinterested), and delivers goods and services efficiently and effectively. Ironically, what is often argued to be the weakness of local government in many jurisdictions – the fact that it is merely a creature of statute – is also the best hope we have of making the oft cited rhetoric about how ‘local government is the closest to the people that serves the people best’ become reality.

Available in PDF, EPUB and Kindle. Book excerpt: In the efficient delivery of local public services, size matters. Many countries around the world have vertical government structures that are perceived as inefficient because of their high levels of jurisdictional fragmentation. This timely volume examines the different strategies used to address local government fragmentation and their observed results and consequences. Expert contributors in economics and political science offer a comprehensive breakdown of the issue of local jurisdiction fragmentation and provide recommendations for successful policy reform. Topics discussed include economies of scale, the costs and benefits of voluntary and forced amalgamation programs, the correlation between government size and corruption, privatization, and inter-municipal cooperation. A combination of theory and empirical evidence provides depth and makes this book an invaluable addition to the literature. Economists, public administrators and political scientists will find much of interest in this innovative volume, as will professors, students and international institutions with an interest in local government structure and reform.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1980, Paris and the Provinces explores why reforms of central-local relations in France have been so ineffectual. Professor Gourevitch discovers the cause in party politics and personal rivalries. The struggle for dominance among different parties (Gaullists, Communists, Socialists, Christian Democrats, Independents and others) and individuals (De Gaulle, Giscard, Chirac, Mitterand, Marchais, etc.) has influenced virtually every aspect of institutional reform, from the creation of the regional administration and delineation of its powers to the delegation of specific responsibilities to cities and towns. Conflict over the mechanisms that link local life to the national government is by no means limited to France. This book closely examines comparable events in Italy and analyses the factors that differentiate the strength of ‘ethnically’ based challenges to central authority in Britain, Spain, Belgium, Yugoslavia and Canada, from the relative weakness of such challenges in France, Italy and Germany. By evaluating the territorial distribution between the capital and the countryside as both an influence on and an object of policy, Paris and the Provinces contributes significantly to understanding the connections between party politics and policy formation and will be of interest to students of political science, government, and public policy.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.
