Book excerpt: Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

Book excerpt: "In government administration and leadership, rural community leaders face unique challenges in delivering public services including (but not limited to) education, health care, and public safety. Meanwhile residents who live in smaller and more isolated rural settings often face greater difficulties accessing provisions and services or commuting to work, among other economic development challenges. These factors may affect a community's resiliency to and recovery from shocks such as the COVID-19 pandemic. Local Government Administration in Small Town America devotes some overdue scholarly attention to the governance and administration of public programs in small towns and rural communities in the United States. The chapter contributors to this volume analyze some of the unique challenges rural communities face, as well as the policy tools that their governments employ to address them. The book explores ways that small town governments collaborate with one another, the state, and the federal government, and examines how local government officials use knowledge of people and place to improve policy performance. The chapters are designed to provide cases and strategies for students and practitioners in public administration to use in a small town environment, while also considering a community's distinctive social and political culture which determines how local political leaders and government practitioners might respond to demands and challenges they face. Local Government Administration in Small Town America is an essential resource for undergraduate and graduate students studying local government, as well as for rural practitioners navigating evolving challenges unique to their communities"--

Book excerpt: The conventional wisdom is that rural America has an outsized influence on American politics. Yet, rural residents increasingly feel disempowered, devalued, and divorced from the policy decisions that affect their everyday lives. This Article argues that this widespread political disaffection cannot be entirely explained by rural decline. Such disaffection is also the product of how rural local governments are legally constructed in American law. Focusing on counties and towns, this Article reveals the legal developments that have made these entities poor vehicles for democratic empowerment. It also shows the extent to which the role of counties and towns in rural governance has been displaced by the federal government and the states. The result is that rural residents are not only denied avenues for local self-governance in ways that are different from their urban counterparts, they are also limited in their ability to respond collectively to the challenges facing their communities. From this perspective, addressing the crisis in rural America will require attention be paid to the crisis of rural democracy.

Available in PDF, EPUB and Kindle. Book excerpt: A fascinating sociological assessment of the damaging effects of the for†‘profit partnership between government and corporation on rural Americans Why is government distrust rampant, especially in the rural United States? This book offers a simple explanation: corporations and the government together dispossess rural people of their prosperity, and even their property. Based on four years of fieldwork, this eye†‘opening assessment by sociologist Loka Ashwood plays out in a mixed†‘race Georgia community that hosted the first nuclear power reactors sanctioned by the government in three decades. This work serves as an explanatory mirror of prominent trends in current American politics. Churches become havens for redemption, poaching a means of retribution, guns a tool of self†‘defense, and nuclear power a faltering solution to global warming as governance strays from democratic principles. In the absence of hope or trust in rulers, rural racial tensions fester and divide. The book tells of the rebellion that unfolds as the rights of corporations supersede the rights of humans.

Book excerpt: In compiling this collection of previously unpublished essays, Seroka was prompted by several concerns about current administrative responses and opportunities for change in rural areas. Specfically, these concerns were that the rural renaissance has placed administrative offices and officials in affected governmental units under severe and unanticipated stress; that rural policy programs require specific considerations which are divided from urban-based programs; and that rural governmental units must be studied flexibly, and not as a single monolithic block. Particular subjects discussed include the theory of rural administrative change, rural administration in the township, administration under boom and bust circumstances, policy variations in rural areas, the impact of intergovernmental fundings on rural policymaking, and policy limitations and constraints on rural public administration. The volume is divided into four distinct units. In the first, alternate models for rural public administration are introduced. In the second, the rural administrative environment is defined and described. The third examines particular rural administrative responses to immediate and specific problems. In the fourth part the editor offers an overall assessment of rural public administration research.
