Book excerpt: The future safety of maritime transportation in the United States-a major factor in the nation's international trade and economic well-being-will depend heavily on the quality of port and waterways information systems. Many U.S. ports and waterways lack adequate information services, although certain elements of advanced systems are now available in some locations. Barriers to improvements in information systems include the division of responsibilities for waterways management among multiple agencies at all levels of government, a lack of coordination among the federal agencies responsible for waterways management, inadequate budgets for some critical maritime programs, the high costs of some specialized technologies, stakeholder opposition to user fees, limited access to certain key data, the incompatibility of many independently developed systems, and the absence of standards for some attractive technologies. In this report, the second phase of a three-year study by the Committee on Maritime Advanced Information Systems of the National Research Council, a strategy is presented for overcoming the major barriers and deficiencies and providing a minimum level of maritime safety information nationwide. In this phase of the study, the committee concentrated on maritime information systems that promote safety, which is the area of greatest need. The committee did not examine in detail the relationship between navigation safety and maritime transportation efficiency or evaluate information systems that promote efficiency; the committee believes, however, that these issues deserve further attention.

In recent years, the inland waterways system has transported six to seven percent of all domestic ton-miles of cargo. The system is a small but important component of the national freight system, particularly for bulk commodities. The study committee finds that, to ensure efficient use of limited navigation resources, the most critical need for the inland waterways system is a sustainable and well-executed plan for maintaining system reliability and performance. Reliability and performance will depend on placing higher priority on investments in operations and maintenance (O&M). Without a funding strategy that prioritizes system preservation, maintenance may continue to be deferred; this would result in further deterioration and in a less cost effective and less reliable system. The committee finds that more reliance on a "user-pays" funding strategy for the commercial navigation system is feasible, would generate new revenues for maintenance, and would promote economic efficiency. The committee suggests that an asset management program focused on economic efficiency, fully implemented and linked to the budgeting process, would help prioritize maintenance spending and ascertain the funding levels required for reliable freight service"-- Provided by publisher.

The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. Book excerpt: In 1988, the U.S. Army Corps of Engineers began an investigation of the benefits and costs of extending several locks on the lower portion of the Upper Mississippi River-Illinois Waterway (UMR-IWW) in order to relieve increasing waterway congestion, particularly for grain moving to New Orleans for export. With passage of the Flood Control Act of 1936, Congress required that the Corps conduct a benefit-cost analysis as part of its water resources project planning; Congress will fund water resources projects only if a project's benefits exceed its costs. As economic analysis generally, and benefit-cost analysis in particular, has become more sophisticated, and as environmental and social considerations and analysis have become more important, Corps planning studies have grown in size and complexity. The difficulty in commensurating market and nonmarket costs and benefits also presents the Corps with a significant challenge. The Corps' analysis of the UMR-IWW has extended over a decade, has cost roughly $50 million, and has involved consultations with other federal agencies, state conservation agencies, and local citizens. The analysis has included many consultants and has produced dozens of reports. In February 2000, the U.S. Department of Defense (DOD) requested that the National Academies review the Corps' final feasibility report. After discussions and negotiations with DOD, in April 2000 the National Academies launched this review and appointed an expert committee to carry it out.

Book excerpt: For the past few years, the Corps has been working on what is known as the Restructured Upper Mississippi River-Illinois Waterway Feasibility Study, the heart of which is a multibillion-dollar proposal to double the length of up to a dozen locks on the river. The Research Council first reviewed the feasibility study in 2001 during controversies over the accuracy of models being used by the Corps to justify lock expansion based on increased demand for barge transportation. More than 100 million tons of cargo-half of it grain destined for international markets, the other half goods such as construction materials, coal, and chemicals-are shipped along the navigation system each year. The locks, which along with dams allow barges to traverse uneven river depths, were originally designed for "tows" of barges up to 600 feet long, but the length of a typical tow has increased, forcing the Corps to look for ways to relieve congestion. The book finds the U.S. Army Corps of Engineers has made good progress in broadening its proposed plan for navigation improvements on the Upper Mississippi River-Illinois Waterway system to give greater consideration to ecological restoration. However, the plan still does not provide sufficient economic justification for expanding locks on the rivers because of flaws in the models the Corps used to predict demand for barge transportation. Little attention is paid to inexpensive, nonstructural navigation improvements that could help better manage existing levels of barge traffic. The revised plan has been usefully expanded to include many creative and potentially useful ecosystem restoration measures. These measures, however, should be more firmly grounded in river science principles and more broadly consider ways the river's ecology might affect or be affected by navigation, recreation and other uses.

Mississippi River water quality is of paramount importance for sustaining the many uses of the river including drinking water, recreational and commercial activities, and support for the river's ecosystems and the environmental goods and services they provide. The Clean Water Act, passed by Congress in 1972, is the cornerstone of surface water quality protection in the United States, employing regulatory and nonregulatory measures designed to reduce direct pollutant discharges into waterways. The Clean Water Act has reduced much pollution in the Mississippi River from "point sources" such as industries and water treatment plants, but problems stemming from urban runoff, agriculture, and other "non-point sources" have proven more difficult to address. This book concludes that too little coordination among the 10 states along the river has left the Mississippi River an "orphan" from a water quality monitoring and assessment perspective. Stronger leadership from the U.S. Environmental Protection Agency (EPA) is needed to address these problems. Specifically, the EPA should establish a water quality data-sharing system for the length of the river, and work with the states to establish and achieve water quality standards. The Mississippi River corridor states also should be more proactive and cooperative in their water quality programs. For this effort, the EPA and the Mississippi River states should draw upon the lengthy experience of federal-interstate cooperation in managing water quality in the Chesapeake Bay.
