Book excerpt: Engaging communities is crucial for understanding, identifying and mainstreaming social value outcomes in urban infrastructure Public-Private Partnerships (PPPs). Decision makers in the public policy arena increasingly describe an engaged community as key to the successful design and implementation of public-private partnerships. Despite this understanding, the "actual work and daily practice" of government tends to lurk behind most external stakeholder engagement research. The result is that the strategies used by the government to reimagine, and reconfigure the socio-political context and facilitate a transformational approach to community engagement are often ignored. Adopting a governmentality lens and a design science research method, this dissertation refocuses attention on the steering role of government as the dominant stakeholder in the engagement process. To do so, we explore the macro and micro dimensions of community engagement within the context of urban infrastructure, through a rich case context (Nigeria's socio#x2;political context) and an embedded case (the Lekki-Epe expressway). We then develop, validate, and evaluate a framework, grounded in the kernel theories of meta-organising and responsibilization, to provides theoretical and practical guidance for facilitating transformational community engagement and pursuing a social value agenda. The Nigerian context provides a useful context in this regard, since mobilizing private capital to address infrastructure deficits remains a formidable task for governments and policymakers. This situation is also common in most sub-Saharan African countries.

Book Synopsis Mastering the Risky Business of Public-Private Partnerships in Infrastructure by : Manal Fouad
Download or read book Mastering the Risky Business of Public-Private Partnerships in Infrastructure written by Manal Fouad and published by International Monetary Fund. This book was released on 2021-05-10 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.
Book Synopsis Meaningful Community Engagement in Public-private Partnerships by : Mehraz Khaleghi Kerahroodi

Available in PDF, EPUB and Kindle. Book excerpt: Public-private partnerships (PPPs) have become a vehicle to deliver products and services internationally. It is a favored strategy widely adopted for implementing complex urban developments in the United States. However, the complex nature of such partnerships raises serious concerns about meaningful community engagement. Meaningful community engagement is a result of the presence and quality of transparency and public participation elements that are strongly correlated. The following research describes how the community was involved and contributed to an urban development PPP project in Manhattan, Kansas. The research goal is to understand the mechanism of the community engagement in a PPP project and to evaluate the quality of the process at the local level from a planning perspective. With an in-depth case study and an understanding of meaningful community engagement processes, this research will contribute to the body of knowledge in the area of PPPs and meaningful community engagement at the local level and evaluate local PPP policies and practices. The first objective is to evaluate the participation opportunities with a developed Community Engagement Attribute Evaluation System (CEAES) based on the recognized metrics of quality practices. Attributes are drawn from the identified characteristics of quality transparency and quality public participation of meaningful practices. The second goal is to interview the key stakeholders of the project from the public sector, the private sector, and the community and add depth to the findings that complements the overall evaluation. Through both technical evaluation and open-ended personal interview, this study attempts to describe the design and the process of public participation practices. Analysis will show whether or not the community was meaningfully engaged and if the technical aspects of a quality community engagement practice were present. Finally, this study aims to inform future similar planning practices. The result serves two local purposes of planning governance and policy. For the former, it will help those with no record of PPP to better design and implement the engagement process; and for the ones with PPPs' experience, it will contribute to the quality of the future partnerships. For the latter, it will guide the local governments and policy makers to better address PPPs' ongoing issue of community engagement.

Available in PDF, EPUB and Kindle. Book excerpt: Voluntary sustainability standards (VSS) and other private governance instruments (e.g., Fair Trade, Forest Stewardship Council, Fair Wear Foundation, GLOBALGAP) are increasingly regulating global production processes and economic activities. VSS verify the compliance of products or production processes with sustainability standards. The importance of voluntary sustainability standards is now widely recognized. After being operational for more than two decades, they have established themselves as private governance instruments. This recognition is also exemplified by their integration in public regulatory approaches. Governments and international organizations are partnering with voluntary sustainability standards to pursue sustainable development policies. We witness the integration of VSS in the regulatory approaches of local and national governments in countries around the world, the integration of VSS in trade policies, the emergence of public–private initiatives to govern global supply chains, and the inclusion of private initiatives in experimentalist governance regimes. This Special Issue seeks to bring together research on the interface between private and public governance. We welcome contributions which analyze specific case studies on the emergence and development of these private–public interactions, the design of public–private governance, the effectiveness of these governance arrangements, and critical perspectives on the possibilities and limitations of such public–private forms of governance. We welcome multi-disciplinary perspectives including contributions from economics, political science, law, sociology, geography, and anthropology. Papers selected for this Special Issue are subject to a peer review procedure with the aim of rapid and wide dissemination of research results, developments, and applications.
Book Synopsis Social Justice and the City by : Nik Heynen
Download or read book Social Justice and the City written by Nik Heynen and published by Routledge. This book was released on 2020-06-09 with total page 325 pages. Available in PDF, EPUB and Kindle. Book excerpt: This special collection aims to offer insight into the state of geography on questions of social justice and urban life. While using social justice and the city as our starting point may signal inspiration from Harvey’s (1973) book of the same name, the task of examining the emergence of this concept has revealed the deep influence of grassroots urban uprisings of the late 1960s, earlier and contemporary meditations on our urban worlds (Jacobs, 1961, 1969; Lefebvre, 1974; Massey and Catalano, 1978) as well as its enduring significance built upon by many others for years to come. Laws (1994) noted how geographers came to locate social justice struggles in the city through research that examined the ways in which material conditions contributed to poverty and racial and gender inequity, as well as how emergent social movements organized to reshape urban spaces across diverse engagements including the U.S. Civil Rights Movement, anti-war protests, feminist and LGBTQ activism, the American Indian Movement, and disability access. This book originally published as a special issue of Annals of the American Association of Geographers.

Book Synopsis Community Engagement and Investment by : Alan S. Gutterman
Download or read book Community Engagement and Investment written by Alan S. Gutterman and published by Business Expert Press. This book was released on 2021-01-20 with total page 283 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a comprehensive guide to community engagement and investment, beginning with a survey of community-related voluntary standards and then turning to strategy and management, community engagement, community investment and reporting and communications on community-related activities. Sustainability is about the long-term wellbeing of society, an issue that encompasses a wide range of aspirational targets including ending poverty and hunger; ensuring healthy lives and promoting wellbeing for all; ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all; and promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all. Clearly the challenges associated with pursuing the goals are daunting and for most businesses it may be difficult for them to see how they can play a meaningful role in address them. While it is common for “society” to be identified as an organizational stakeholder, the reality is that one company cannot, acting on its own, achieve all the goals associated with societal wellbeing. However, every company, regardless of its size, can make a difference in some small, yet meaningful way, in the communities in which they operate, and more and more attention is being focused on the impact that companies have within their communities. Focusing on the community level allows an organization to set meaningful targets and implement programs that fit the scale of its operations and which can provide the most immediate value to the organization and its stakeholders. Societal wellbeing projects and initiatives must ensure that the organization does not compromise, and instead improves, the wellbeing of local communities through its value chain and in society-at-large. This book is a comprehensive guide to community engagement and investment, beginning with a survey of community-related voluntary standards and then turning to strategy and management, community engagement, community investment and reporting and communications on community-related activities.
Book Synopsis The Logic of Public–Private Partnerships by : Graeme A. Hodge
Download or read book The Logic of Public–Private Partnerships written by Graeme A. Hodge and published by Edward Elgar Publishing. This book was released on 2019 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines Public–Private Partnerships (PPP), and tracks the movement from early technical optimism to the reality of PPP as a phenomenon in the political economy. Today's economic turbulence sees many PPP assumptions changed: what contracts can achieve, who bears the real risks, where governments get advice and who invests. As the gap between infrastructure needs and available financing widens, governments and businesses both must seek new ways to make contemporary PPP approaches work.
Book Synopsis Public Private Partnerships for Urban Water Utilities by : Philippe Marin
Download or read book Public Private Partnerships for Urban Water Utilities written by Philippe Marin and published by World Bank Publications. This book was released on 2009-09-22 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.

Download or read book Communities in Action written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2017-04-27 with total page 583 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
