Book excerpt: This book grew out of a series of my doctoral essays and discussion with Fulbright scholar, Mr. Tasawar Baig and Professor David Earnest at Old Dominion University. Some ideas and thoughts were also inspired by Professor Robert Putnam at the Harvard University John F. Kennedy School of Government and Professor Zbigniew Kazimierz Brzezinski (former US National Security Advisor) when they did lectures and special discussion with me at Old Dominion University in 2009 and 2012, respectively. In The Third Wave (1991), Samuel Huntington explains various sociopolitical factors caused radical political changes in developing countries. His analysis shows that for Africa, the main obstacle for building democracy is economy, While for East Asia and the Middle East, the major obstacle are culture and religion. Huntington’s analysis oversimplified the driving factors of democratization in specific case, such as China, a hybrid of Capitalist economy and communist politics. This paper measures the current democratization of Chinese politics from three perspectives: social capital, rapid economic development and radical social movement. Thus, the grand question is whether these factors can lead to a regime change in China? The author draws a conclusion that the radical political change is possible but not desirable in Chinese politics. In the eyes of rising Chinese middle Class, a Singaporean political transformation or South Korean democratization is more favored than radical democratization. Following the US Presidential election, China went through a one week meeting of the 18th National Congress starting on November 8, 2012. Without much surprise, Xi replaced Hu, becoming the core of Chinese communist power. The power transition seems to be smooth in Chinese media coverage. However, anecdotes, rumors, unofficial reports and foreign news exposed the political battle behind the stage. President Xi is now facing a stark different situation compared to Hu. Today, China is the world’s second largest economy. At the same time, China is experiencing rising mass disturbance every year. As a non-democracy, leaders’ past experience, network and personality can greatly influence state policies. With more people getting rich and educated, the mass claim the mismatch between Chinese politics and economy. Other than changing domestic Chinese politics, China has drawn much attention internationally. China’s presence in Africa and the Middle East tightens the nerves of U.S. policy makers. Is China a peaceful or benign riser? Where is China heading toward? What interests are Chinese companies pursuing and what strategies are they using globally? The book investigates these questions in different chapters. Globalization is the current trend. As a propeller, China’s participation in global trade greatly shapes world order. In return, global trade also produced effects on China’s domestic labor market, particularly on the traditional Chinese women labors. At stake, however, are much more than moral concerns and hurt national feelings. To Washington, the undemocratic nature of the Chinese government makes it ultimately suspect on all issues. To Beijing, the human rights pressure exerted by the West on China seems designed to compromise its legitimacy. As China's economic power grows and its influence on the politics of developing countries continues, an understanding of the place of human rights in China's foreign relations is crucial to the implementation of an effective international human rights agenda. In Human Rights in Chinese Foreign Relations, Ming Wan examines China's relations with the United States, Western Europe, Japan, and the United Nations human rights institutions. Wan shows that, after a decade of persistent external pressure to reform its practices, China still plays human rights diplomacy as traditional power politics and deflects pressure by mobilizing its propaganda machine to neutralize Western criticism, by making compromises that do not threaten core interests, and by offering commercial incentives to important nations to help prevent a unified Western front. Furthermore, at the UN, China has largely succeeded in rallying developing nation members to defeat Western efforts at censure. In turn, it is apparent to Wan that, while the idea of human rights matters in Western policy, it has seldom prevailed over economic considerations or concerns about national security. Western governments have not committed as many policy resources to pressuring Beijing on human rights as to other issues, and the differing degrees of commitment to human rights-related foreign policy explain why Japan, Western Europe, and the United States, in that order, have gradually retreated from confronting China on human rights issues.

Book excerpt: Despite the growing research on policy lobbying in China, little is known about Chinese research universities' perspectives, strategies and interactions with the government in their efforts to influence higher education policies and advance their individual and collective interests. Their lobbying practices have long been hidden from the public view and difficult to research. Yet, the elite Chinese research universities have accumulated capacity to exert influence, and their discreet lobbying of government institutions has in fact become prevalent and is one of the most significant parts of university-government relations. This study investigates how the leading Chinese research universities interact with the central government to influence policies of crucial importance to their operations. In particular, it explores the strategies and forms of agency the institutions develop to exploit the loopholes of a fragmented central bureaucracy, and identifies the key factors and 'rules of the game' that shape their lobbying behaviour and define their patterns of interaction with the state. It asks how successful they are vis-à-vis the authoritarian state in a tight regulatory environment, and the potential implications of their activism for the current political structure. My study relies on a unique set of empirical evidence which includes 48 personal interviews with university top leaders and executives from a range of leading research universities, as well as with government officials. An in-depth analysis of these interviews and other previously inaccessible materials yields remarkable findings. It reveals two salient factors framing the university-state interactions: the need and capacity to monitor, navigate and penetrate an opaque central power structure within the state bureaucracy and the regulatory environment of the higher education sector; and the contingencies that create strategic opportunities and/or major crises. When the central power structure and regulatory environment are rigid, taking advantage of or reacting to any contingencies becomes necessary for any effective actions. 'Lobbying authoritarianism' is the result of the hybrid nature of universities in China's political system: they need autonomy to modernise their operations and gain international and domestic prestige while at the same time remaining dependent on the government's ideology, financial control, and political will. Their strategic and contingent activism is unlikely to lead, singlehandedly, to any significant structural changes. Yet, through lobbying, these institutions have pushed policy boundaries and engineered incremental modifications to the system demonstrating a remarkable capacity to produce specific opportunities and influence individual decisions. Their lobbying strategies may also produce an enduring impact on policymaking, increasing officials' reliance and acceptance of bottom-up inputs and facilitating a more inclusive and rational approach in the bureaucracy. These gradual steps may altogether lead to a more vibrant education sector, and ultimately, an evolution of the system and a more open society. This original work advances our understanding about the practices of lobbying authoritarianism and of university behaviour in this field. It also provides new insights and facilitates future research on the major phenomena of the changing role and nature of the central state and of the role and nature of the elite research universities in China.

Asked if he believed the lawsuit was an effort by the Chinese government to stop the publication of his book, Mr. Hamilton said: “I have no evidence of that, although it should be noted that the Chinese government has used lawfare in the past.” Lawfare is the use of legal action as part of a campaign against a target. Governments around the world are in the early stages of a repositioning of power, as China rises and the United States is drawn into direct competition. However, some are beginning to wonder whether, for all of the economic benefits, engaging with China carries unseen dangers. The Chinese Communist Party is now determined to reshape the world in its image. The party is not interested in democracy. It divides the world into those who can be won over and enemies. They have already lured many leaders to their corner; others are weighing up a devil's bargain. Through its exercise of ‘sharp power,’ the party is weakening global institutions, aggressively targeting individual corporations, and threatening freedom of expression from the arts to academia. At the same time, security services are increasingly worried about incursions into our communications infrastructure. Indeed, the vaunted Great Firewall is a temporary measure, only necessary until the party has transformed the global conversation. In December 2019, the CCP's obsession with social control led it to suppress expert warnings about the coronavirus outbreak in Wuhan. Most alarming for the West was the active collaboration of the WHO in spreading the CCP's version of events. It was a shocking example of the widespread co-optation of global institutions by the CCP, as described in Hidden Hand. As soon as Beijing thought it had the virus under control, it began a global propaganda blitz, presenting China's authoritarian system as a model for the rest of the world. Western media and pundits soon began echoing the Party line. Hidden Hand is a detailed and devastating expose of Chinese Communist Party influence in the West, including Canada. It could not arrive at a better time in Canada, with relations between Ottawa and Beijing reaching breaking point after two years of mounting tension.
