Gaines and the NAACP challenged the university’s decision. Missouri ex rel. Gaines v. Canada (1938) was the first in a long line of decisions by the U.S. Supreme Court regarding race, higher education, and equal opportunity. The court case drew national headlines, and the NAACP moved Gaines to Chicago after he received death threats. Before he could attend law school, he vanished. This is the first book to focus entirely on the Gaines case and the vital role played by the NAACP and its lawyers—including Charles Houston, known as “the man who killed Jim Crow”—who advanced a concerted strategy to produce political change. Horner and Endersby also discuss the African American newspaper journalists and editors who mobilized popular support for the NAACP’s strategy. This book uncovers an important step toward the broad acceptance of racial segregation as inherently unequal. This book argues that the phrase was not simply a rhetorical flourish; it represented a demand to participate in shaping the global polity and an expression of women's obligation to work for peace and equality. The nine women profiled here invoked world citizenship as they promoted world government—a permanent machinery to end war, whether in the form of the League of Nations, the United Nations, or a full-fledged world federation. These women agreed neither on the best form for such a government nor on the best means to achieve it, and they had different definitions of peace and different levels of commitment to genuine equality. But they all saw themselves as part of a global effort to end war that required their participation in the international body politic. Excluded from full national citizenship, they saw in the world polity opportunities for engagement and equality as well as for peace. Claiming world citizenship empowered them on the world stage. It gave them a language with which to advocate for international cooperation. Citizens of the World not only provides a more complete understanding of the kind of world these women envisioned and the ways in which they claimed membership in the global community. It also draws attention to the ways in which they were excluded from international institution-building and to the critiques many of them leveled at those institutions. Women's arguments for world government and their practices of world citizenship represented an alternative reaction to the crises of the first half of the twentieth century, one predicated on cooperation and equality rather than competition and force.

No longer is it enough for historians to look at the actions of the elite figures - diplomats and foreign secretaries - in isolation; increasingly the role of their advisers and subordinates, and those on the fringes of the diplomatic world, is recognised as having exerted critical influence on key decisions and policies. This volume gives further impetus to this revelation, honing in on the fringes of British diplomacy through a selection of case studies of individuals who were able to influence policy. By contextualising each study, the volume explores the wider circles in which these individuals moved, exploring the broader issues affecting the processes of foreign policy. Not the least of these is the issue of official mindsets and of networks of influence in Britain and overseas, inculcated, for example, in the leading public schools, at the Universities of Oxford and Cambridge, and in gentlemen's clubs in London's West End. As such the volume contributes to the growing literature on human agency as well as mentalité studies in the history of international relations. Moreover it also highlights related themes which have been insufficiently studied by international historians, for example, the influence that outside groups such as missionaries and the press had on the shaping of foreign policy and the role that strategy, intelligence and the experience of war played in the diplomatic process.
