Author Steven Wisotsky masterfully documents the failure of the drug war and the erroneous premise central to its destructive and doomed strategy: the idea that drug taking controls human behavior; that drugs "cause" physical dependency. Americans must move beyond the war on drugs by repudiating their obsessive preoccupation with controlling or prohibiting drugs. Instead, we must replace this mindset with a new view that acknowledges individual freedom and the power of directing our choices toward responsible human behavior. According to Wisotsky, the idea of "waging war" on drugs is central to the problem rather than a fundamental part of any solution. He takes the Reagan-Bush-Bennett campaign to task for its failed efforts to cut the supply of drugs, reduce public demand, and enforce laws regarding the sale and distribution of controlled substances. Have we lost the ability to reflect critically on our social motives and purposes, as well as our justification for the actions we take, simply because we've declared "war" on the "enemy" and we aren't going to stop the good fight until we've "won"? Beyond the War on Drugs offers hard-hitting arguments to support the growing public opinion that this war, as it is currently conceived, cannot be won and ought not to be fought. Wisotsky argues persuasively for a reassessment of this struggle. We must go beyond the war on drugs to develop a public policy that acknowledges human intelligence, free choice, and individual responsibility.

Book excerpt: Since 1986, the Acholi people of northern Uganda have lived in the crossfire of a violent civil war, with the Lord’s Resistance Army and other groups fighting the Ugandan government. Acholi have been murdered, maimed, and driven into displacement. Thousands of children have been abducted and forced to fight. Many observers have perceived Acholiland and northern Uganda to be an exception in contemporary Uganda, which has been celebrated by the international community for its increased political stability and particularly for its fight against AIDS. These observers tend to portray the Acholi as war-prone, whether because of religious fanaticism or intractable ethnic hatreds. In Living with Bad Surroundings, Sverker Finnström rejects these characterizations and challenges other simplistic explanations for the violence in northern Uganda. Foregrounding the narratives of individual Acholi, Finnström enables those most affected by the ongoing “dirty war” to explain how they participate in, comprehend, survive, and even resist it. Finnström draws on fieldwork conducted in northern Uganda between 1997 and 2006 to describe how the Acholi—especially the younger generation, those born into the era of civil strife—understand and attempt to control their moral universe and material circumstances. Structuring his argument around indigenous metaphors and images, notably the Acholi concepts of good and bad surroundings, he vividly renders struggles in war and the related ills of impoverishment, sickness, and marginalization. In this rich ethnography, Finnström provides a clear-eyed assessment of the historical, cultural, and political underpinnings of the civil war while maintaining his focus on Acholi efforts to achieve “good surroundings,” viable futures for themselves and their families.

There has been a proliferation of studies on violence, from both cross-cultural and ethnographic and prehistoric perspectives, based on a reading of archaeological and bioarchaeological records in a variety of territories and chronologies. The vast body of osteoarchaeological and architectural evidence reflects the presence of interpersonal violence among the first farmer groups throughout Europe, and, even earlier, between hunter-gatherer societies of the Mesolithic. The studies in Beyond War present the necessity of rethinking the concept of “violence” in archaeology. This overcomes the old conception that limits violence to its most evident expressions in war and intra- or extra-group conflict, opening up the debate on violence, which allows the advancement of knowledge of the social life and organization of prehistoric societies. Determining archaeological indicators to identify violent practices and to analyse their origin and causes is fundamental here, and represents the only way to find out when and under what historical conditions prehistoric societies began to organize themselves by exercising structural violence.
