Book excerpt: Alkire et al. provide a clear understanding of the operational, logistics, and cost trade-offs between three interdependent elements of the Navy's Littoral Combat Ship (LCS) program: the number of LCSs in the fleet, the number of mission packages that those LCSs would require in order to perform a range of missions, and the number and locations of LCS homeports and mission package installation sites.

Book excerpt: In June 2005, workers at the Marinette Marine shipyard in Marinette, Wisconsin, laid the keel for the USS Freedom, the Navy's first Littoral Combat Ship. The LCS constitutes a new class of fast, agile, and networked warships designed to overcome threats in shallow waters posed by mines, diesel-electric submarines, fast-attack craft, and fast inshore attack craft. LCSs will be key components in a proposed family of next generation surface combatants that also includes the much larger DDG-1000 destroyer and a future CG(X) cruiser. LCSs will be able to deploy independently to overseas littoral regions; remain on station for extended periods of time, either with a carrier strike group or an expeditionary strike group or through a forward-basing arrangement; operate independently and/or with other LCS units; and be replenished while under way.

Available in PDF, EPUB and Kindle. Book excerpt: The topic of civil-military relations has high significance for academics, for policy makers, for military commanders, and for serious students of public policy in democratic and other societies. The post-Cold War and post-9-11 worlds have thrown up traditional as well as new challenges to the effective management of armed forces and defense establishments. Further, the present century has seen a rising arc in the use of armed violence on the part of non-state actors, including terrorists, to considerable political effect. Civil-military relations in the United States, and their implications for US and allied security policies, is the focus of most discussions in this volume, but other contributions emphasize the comparative and cross-national dimensions of the relationship between the use or threat of force and public policy. Authors contributing to this study examine a wide range of issues, including: the contrast between theory and practice in civil-military relations; the role perceptions of military professionals across generations; the character of civil-military relations in authoritarian or other democratically-challenged political systems; the usefulness of business models in military management; the attributes of civil-military relations during unconventional conflicts; the experience of the all-volunteer force and its meaning for US civil-military relations; and other topics. Contributors include civilian academic and policy analysts as well as military officers with considerable academic expertise and experience with the subject matter at hand.

Book excerpt: "RAND therefore investigated cost-effective workforce-management strategies, alternative workload allocations, and the relevant best practices of comparable organizations. The authors concluded that the Navy uses practices common in other organizations to manage workload variability and uncertainty. However, the Navy's workload forecasts have consistently underestimated the eventual demand on the shipyards. To accomplish the additional, unplanned work, the Navy has used overtime levels that significantly exceed cost-effective levels."-- P. [4] of cover.

Book excerpt: The Navy plans to spend about $28 billion to buy 55 Littoral Combat Ships (LCS) and at least 64 interchangeable mission packages to perform one of three missions ¿ mine countermeasures, antisubmarine warfare, and surface warfare ¿ in waters close to shore. The Navy has been developing two different LCS seaframes and plans to select one for production in 2010. Due to the small 78-person crew size ¿ 40 core crew, 23 for aviation detachment, and typically 15 for mission packages ¿ the Navy is developing new concepts for personnel, training, and maintenance. This report assessed the extent to which DoD has: (1) estimated LCS long-term operating and support costs; and (2) developed plans to operate and support LCS. Illustrations.

Book excerpt: The Navy envisioned a revolutionary approach for the LCS program: dual ship designs with interchangeable mission packages intended to provide mission flexibility at a lower cost. This approach has fallen short, with significant cost increases and reduced expectations about mission flexibility and performance. The Navy has changed acquisition approaches several times. The latest change involves minor upgrades to an LCS design-referred to now as a frigate. Yet, questions persist about both the LCS and the frigate. GAO has reported on the acquisition struggles facing LCS and now the frigate. This statement discusses: (1) the evolution of the LCS acquisition strategy and where it stands today; (2) key risks in the Navy's plans for the frigate based on the LCS program; and (3) remaining oversight opportunities for the LCS and frigate programs. This statement is largely based on GAO's prior reports and larger work on shipbuilding and acquisition best practices. It incorporates limited updated audit work where appropriate.

Book excerpt: " LCS represents an innovative approach to Navy acquisitions and operations, consisting of a ship-called a seaframe-and reconfigurable mission packages. These packages provide combat capability to perform three primary missions: surface warfare; mine countermeasures; and anti-submarine warfare. The Navy plans to buy no more than 32 seaframes in two variants from two shipyards, and 64 mission packages, with an estimated acquisition cost of over $25 billion in 2010 dollars. GAO was mandated to examine elements related to the LCS program. This report examines (1) knowledge that the Navy has gained since GAO issued a report on the LCS program in July 2013 and (2) outstanding acquisition risks with the LCS program. GAO analyzed key documents, including test and weight reports, and interviewed Navy officials responsible for the LCS deployment and program officials. This report is a public version of a sensitive but unclassified report issued in April 2014. "

DOD generally agreed with the recommendations.
