Book excerpt: Building an Emergency Plan provides a step-by-step guide that a cultural institution can follow to develop its own emergency preparedness and response strategy. This workbook is divided into three parts that address the three groups generally responsible for developing and implementing emergency procedures—institution directors, emergency preparedness managers, and departmental team leaders—and discuss the role each should play in devising and maintaining an effective emergency plan. Several chapters detail the practical aspects of communication, training, and forming teams to handle the safety of staff and visitors, collections, buildings, and records. Emergencies covered include natural events such as earthquakes or floods, as well as human-caused emergencies, such as fires that occur during renovation. Examples from the Barbados Museum and Historical Society, the Museo de Arte Popular Americano in Chile, the Mystic Seaport Museum in Connecticut, and the Seattle Art Museum show how cultural institutions have prepared for emergencies relevant to their sites, collections, and regions.

Book excerpt: This report from the Transport Committee, examines London Underground and the Public-Private Partnership Agreements. The Government originally announced proposals for modernising the London Underground network system via Public-Private Partnership (PPP) agreements in 1998. Three contracts were drawn up with: (i) Tube Lines for the maintenance and renewal of the Jubilee, Piccadilly and Northern Lines; (ii) with Metronet Rail BVC for the maintenance and renewal of the Bakerloo, Central, Victoria & Waterloo & City Lines; (iii) with Metronet Rail SSL, responsible for the maintenance and renewal of the "sub-surface lines": the Circle, District, Hammersmith & City, Metropolitan & East London Lines. These PPP Agreements, 30 years in duration, were arrangements to maintain, renew and upgrade parts of London Underground by private sector infrastructure companies (Infracos), whilst London Underground is responsible for services to customers. The PPP Agreements also set out a performance-related incentive and penalty scheme to remunerate the Infracos for the improvements they make to the network. In May 2007, Metronet admitted an overspend of £1 billion and was refused access to loan facilities by the banks. It then made a reference to the PPP Arbiter, which in turn triggered an Extraordinary Review (which occurs when extra costs are incurred above the level allowed for the bid). Metronet put in a bid for £551m but the PPP Arbiter provisionally concluded that a sum of £121m was appropriate. Metronet subsequently went into administration on 18 July 2007. The report sets out a number of conclusions and recommendations, including: contracts that were supposed to deliver 35 station upgrades, in fact delivered only 14, 40% of the requirement; stations that were supposed to cost Metronet SSL £2m, cost £7.5m, with only 65% of schedule track renewal accomplished; the Committee criticises the consequences of the imposition of PPP on Transport for London, as a "lamentable state of affairs", with the future of most of London Underground's upgrade and maintenance work in doubt; the Committee states, that the Government should remember the failure of Metronet before it considers entering similar arrangements; that the Government should publish a candid analysis of the events preceding Metronet's collapse and its consequences; the Committee believe that the PPP model was flawed and probably inferior to traditional public-sector management; that the Government needs to prioritise transparency and clarity to taxpayers and ensure that any future contracts result in clear accountability.

Book excerpt: Spitfire pilot Ross Smith Stagg was one of 33 Allied airmen to defend Darwin against Japanese invasion on May 2, 1943. As one of 14 pilots shot down or experience mechanical failure in the ensuing battle, he parachuted into the sea 18 km from land, 100 km southwest of Darwin in the Fogg Bay area. He reached the shore in a dinghy. For the next 15 days he trudged through inhospitable country in a futile attempt to return to Strauss airbase. What should have been a few days walk turned into his worst possible nightmare as he stumbled aimlessly through mosquito and crocodile infested swamps. "It was almost six days I'd been without sleep, apart from a short period of unconsciousness and those few moments before I fell out of that tree," he said. " I became demented by the cavalcade of mosquitoes and hallucinating badly". His experience was only to worsen - he waded halfway across a tidal river to be confronted by a large saltie. Darwin historian John Haslett help Stagg map the original route by retracing his steps, even managing to relocate an American Kittyhawk Stagg found crashed in the middle of nowhere.

Available in PDF, EPUB and Kindle. Book excerpt: The Governor's Dilemma develops a general theory of indirect governance based on the tradeoff between governor control and intermediary competence; the empirical chapters apply that theory to a diverse range of cases encompassing both international relations and comparative politics. The theoretical framework paper starts from the observation that virtually all governance is indirect, carried out through intermediaries. But governors in indirect governance relationships face a dilemma: competent intermediaries gain power from the competencies they contribute, making them difficult to control, while efforts to control intermediary behavor limit important intermediary competencies, including expertise, credibility, and legitimacy. Thus, governors can obtain either high intermediary competence or strong control, but not both. This competence-control tradeoff is a common condition of indirect governance, whether governors are domestic or international, public or private, democratic or authoritarian; and whether governance addresses economic, security, or social issues. The empirical chapters analyze the operation and implications of the governor's dilemma in cases involving the governance of violence (e.g., secret police, support for foreign rebel groups, private security companies), the governance of markets (e.g., the Euro crisis, capital markets, EU regulation, the G20), and cross-cutting governance issues (colonial empires, "Trump's Dilemma"). Competence-control theory helps explain many features of governance that other theories cannot: why indirect governance is not limited to principal-agent delegation, but takes multiple forms; why governors create seemingly counter-productive intermediary relationships; and why indirect governance is frequently unstable over time.
