The most important resources are often concealed by aggregate state or district measures such as dollars per student. For these decisions, the most important resources are elements such as basic and supplemental staffing levels, staff time, funding amounts for textbooks and supplies, selection of new equipment (particularly technology), and support for new or renovated facilities. The authors review current practices at each important decision-making level in school districts, from the school board to the classroom. At each juncture, the findings are interpreted to reveal both the causes of the practices and their implications for improving school effectiveness. This book provides new research in helping to inform and improve resource allocation practices in schools. The general conclusion is that improvement in the resource allocation practices in education requires a shift in focus to results instead of inputs, a strong emphasis on student learning as the primary focus of decisions, and systematic evaluation of results.

Book excerpt: The link between school funding and student achievement has been a topic of debate for many years. School leaders and policy makers have sought ways to increase student achievement while using educational funding in an efficient manner. Previous initiatives to examine the relationship between funding and achievement have included education production functions, standards-based reforms, reallocation of resources, and minimum funding levels. This study was designed to examine the relationship between resource allocation patterns and student achievement in 447 Missouri K-12 public schools. The relationship between school districts' resources and their achievement on the 10th grade mathematics and 11th grade communication arts portions of the Missouri Assessment Program (MAP) test were analyzed using a multiple linear regression analysis. The initial results of the study showed no relationship between district level expenditures and student achievement. However, the second part of the study showed that a district's PEER group, average teachers' experience, student-teacher ratio, and percent of teachers with a Masters degree were related to student achievement. This information will be useful to school leaders and policy makers as they work to increase levels of achievement while operating on budgets of varying size. The third part of the study examined the relationship between student achievement and a proposed 65 percent minimum funding level for instruction related expenses. Despite the growing popularity that the 65 Percent Solution is receiving with education policy makers across the country, the results of this study do not provide evidence that meeting this expenditure level will result in high levels of achievement.

Book excerpt: A consensus is emerging among researchers who study charter schools that general conclusions about whether or not charter schools nationally perform better than traditional public schools are difficult to achieve (Buddin & Zimmer, 2005). Rather than asking, "Are charter schools working?" the better questions to ask might be, "Which charter schools are effective and which are not?" and "What explains the differences between the two?" In an attempt to address these questions, the current study focused on one unique charter school--the Chicago International Charter School (Chicago International or CICS). Chicago International is unique both for its academic successes and its management structure. The study sought to better understand CICS performance at both the systemwide and campus levels, focusing specifically on (1) resource allocation decisions by CICS-contracted education management organizations (EMOs) and (2) CICS management practices to hold these EMOs accountable. The study was made possible through a partnership between Chicago International and researchers from the National Center on School Choice, which allowed for examination of student-level achievement data as well as annual audit data collected from 2003 through 2006 for CICS campuses. The central research question of the study, which focused on Grades K-8, was: "To what extent can fiscal and operational decision-making processes used by Chicago International and its partner EMOs explain CICS student success?" Key findings include: (1) Student achievement and EMO spending could not be linked; (2) The success of Chicago International can be attributed to a mission-driven approach to education that focuses on high-quality instruction, insistence on a disciplined environment, and ongoing performance evaluation; and (3) Collaborative processes with EMOs and the clear delineation of duties between EMOs and the CICs central office also contribute to CICs success. We extend this by analysing the relationship between student achievement and schools' budget allocations using panel data. Per-pupil expenditure has no apparent link to improvement in students' standardised test scores. However, the allocation of the budget matters for student achievement in some grades. Ancillary teaching staff are linked to faster growth in numeracy and literacy in primary- and middle-schools. Spending on experienced teachers is also important for writing achievement in the primary-school years. On the whole, we find very little evidence of inefficient spending patterns.
