Book excerpt: 'Linking Education Policy to Labor Market Outcomes' examines current research and new evidence from Ghana and Pakistan representative of two of the poorest regions of the world to assess how education can increase income and help people move out of poverty. This study indicates that in addition to early investments in cognitive and noncognitive skills which produce a high return and lower the cost of later educational investment by making learning at later ages more efficient quality, efficiency, and linkages to the broader macro-economic context also matter. Education and relevant skills are still the key determinants of good labor market outcomes for individuals. However, education policies aimed at improving skills will have a limited effect on the incomes of that skilled workforce or on the performance of a national economy if other policies that increase the demand for these skills are not in place. For education to contribute to national economic growth, policies should aim at improving the quality of education by spending efficiently and by adapting the basic and postbasic curricula to develop the skills increasingly demanded on the global labor market, including critical thinking, problem solving, social behavior, and information technology.

The studies in Productivity in Higher Education use rich and novel administrative data, modern econometric methods, and careful institutional analysis to explore productivity issues. The authors examine the returns to undergraduate education, differences in costs by major, the productivity of for-profit schools, the productivity of various types of faculty and of outcomes, the effects of online education on the higher education market, and the ways in which the productivity of different institutions responds to market forces. The analyses recognize five key challenges to assessing productivity in higher education: the potential for multiple student outcomes in terms of skills, earnings, invention, and employment; the fact that colleges and universities are “multiproduct” firms that conduct varied activities across many domains; the fact that students select which school to attend based in part on their aptitude; the difficulty of attributing outcomes to individual institutions when students attend more than one; and the possibility that some of the benefits of higher education may arise from the system as a whole rather than from a single institution. The findings and the approaches illustrated can facilitate decision-making processes in higher education.

Book excerpt: Debates about the best type of high school training for labor market success have heightened as the nation strives to recover from the Great Recession and maintain its position in the global economy. Some scholars and policymakers call for increased academic intensification of high school curricula while others prescribe a renewed emphasis on vocational coursework that prepares students for sub-baccalaureate jobs. Both camps tend to ignore the local nature of schools and the uneven distribution of sub-baccalaureate jobs across local economies. The debate has also been gender-neutral even though well-paying sub-baccalaureate work lies primarily in male-dominated, blue-collar occupations. In this dissertation, I highlight these local economic and gendered dimensions of the high school training debate that have been neglected in academic research and policy discussions. Using the Educational Longitudinal Study of 2002 (ELS:2002), a nationally representative sample of high school sophomores, this dissertation investigates the relationships among local labor markets, high school course offerings, and males’ and females’ education and early labor market outcomes. The first analytic chapter finds that students attending high schools in local labor markets with higher concentrations of sub-baccalaureate jobs take greater numbers of career and technical education (CTE) courses and are less likely to take advanced academic math courses than students in local labor markets with lower concentrations of these jobs. Their course-taking patterns are largely a function of their schools offering greater numbers of CTE courses and providing a less rigorous academic curriculum. High-achievers face the greatest advanced math course-taking penalties. The remainder of this dissertation examines the gendered consequences of linking high school training to local jobs in places that rely more heavily on blue-collar work. I find that a greater emphasis on blue-collar courses and weaker college-preparatory curriculum in schools in these communities do not appear to harm the labor market outcomes of men in early adulthood. However, results suggest severe postsecondary and labor market penalties for young women. Overall, this dissertation highlights a local economic dimension of (gendered) opportunities for educational and occupational success. It points to schools—as gatekeepers to skills training and embedded within communities—as an important force in this stratification process.

The Impact of Bilingual Education on Economic and Social Assimilation: Evidence from California’s Proposition 227. Bilingual education is one of the main educational programs schools in the U.S. use to help limited English proficient students, yet very little evidence exists about the causal impacts of bilingual education on adulthood outcomes. I use a triple-differences strategy, in which I compare the outcomes of foreign-born Hispanics to US-born Hispanics who attended elementary school before and after the policy change in California, and address the potential issue of differential cohort trend between foreign-born and US-born using Hispanics from Texas. This paper exploits the 1998 ban on bilingual education in California to identify the causal impact of exposure to bilingual education on the social and labor market outcomes of young adults. Second chapter. The Impact of Bilingual Education on Long-run Outcomes: Evidence from Arizona’s Proposition 203. In this chapter, I investigate the causal impact of exposure to bilingual education on different outcomes of young adults exploiting the ban on bilingual education in Arizona resulting from a voter referendum in 2000. The 1990 Americans with Disabilities Act (ADA), a key piece of civil rights legislation for the disabled community, aimed to curb the discrimination in hiring and employment practices, and to improve labor market outcomes for disabled workers. This study seeks to investigate the link between disabilities and the social ability to be equally successful as non-disabled individuals in the U.S. labor market, particularly examining the relationships between disability, educational attainment, and labor market outcomes. Using disability supplementary data from the January 2009 Current Population Survey produced by the Bureau of Labor Statistics, this study finds a substantial and statistically significant negative impact of having a disability on the social ability to secure equal wage rates in the job marketplace: workers with a disability, on average, earned approximately 21 percent less in weekly wages than their non-disabled counterparts, holding other factors constant. When incorporating the interactive effects of disability on education, the effect of education on wages is also conditioned by the fact that disability status affects the level of education, and this relationship is statistically significant. These findings support the existing body of literature on disability in the United States in suggesting that the ADA is simply not sufficient in leveling the proverbial playing field for employed individuals whose disabilities require actual accommodation. Significant areas of further research using this data would include executing comparisons amongst disability types and labor market outcomes; a better understanding of disability discrimination and social handicaps could result refinements and improvements of both ADA policy and inclusion programs to mitigate this added burden on disabled individuals.

Thus far, research on the effectiveness of developmental education has focused on students' academic outcomes; in this paper, we examine the economic consequences of developmental education for students. Using longitudinal student-unit record data from two large community college systems linked to wage record data, we estimate the labor market returns to developmental credits versus college-level credits for two cohorts of students who attended community college in North Carolina and Virginia. While both states' implemented new placement exams and developmental education course structures and curricula beginning in 2012, during the time period under study, both states' developmental education programs and policies were fairly traditional and similar to those of other states nationwide. We find that, in both states, earning developmental reading and writing credits led to an increase in earnings, which is primarily attributed to an increased likelihood of employment. These findings suggest that earning developmental English credits may represent an improvement in academic literacy skills that are valuable in the labor market and improve individuals' employability. In contrast, in both states, developmental math credits had negative impacts on earnings. That is, the opportunity costs associated with developmental math credits, particularly for those assigned to the lowest levels of the developmental math (and thus to the longest course sequences), tended to outweigh the potential labor market value these credits may bring. The negative impact of developmental math coursework on wages provides support for nationwide efforts to shorten the long-sequence structure of developmental mathematics, and to teach math skills that are applicable to students' real-world needs. An appendix contains a section entitled "Full Results."
