Le chiusure imposte a numerose attività economiche hanno determinato effetti di blocco operativo, in particolar modo per le imprese di dimensioni più piccole che in Italia rappresentano quote elevate in termini di occupazione. Le aziende sono state colpite da una riduzione dell’offerta di lavoro e, dunque, da un calo della capacità produttiva delle stesse. Allo stesso modo, anche i consumatori hanno subito perdite di reddito e, quindi, hanno ridotto le spese e i consumi a livello personale e familiare. Vengono esaminati alcuni grafici che mettono in luce la natalità e la mortalità delle imprese nella Regione Emilia-Romagna e nelle province di Forlì-Cesena e Ravenna. Dopo aver svolto una analisi a livello generale sulle imprese, ci si sofferma sul settore della ristorazione. Questo particolare settore economico presenta un quadro gravemente danneggiato a causa della crisi Covid-19. L’offerta è stata analizzata svolgendo 20 interviste semi-strutturate condotte faccia-a-faccia e telefonicamente con alcuni proprietari e/o gestori di attività di ristorazione con sede sul territorio. Nello specifico, sono stati esaminati i cambiamenti strutturali, le sfide e le innovazioni organizzative che i/le ristoratori/ristoratrici sono stati chiamati a fronteggiare e a mettere in atto.

Using public investment forecast errors to identify the causal effect of government investment in a sample of 17 OECD economies since 1985 and model simulations, the paper finds that increased public investment raises output, both in the short term and in the long term, crowds in private investment, and reduces unemployment. Several factors shape the macroeconomic effects of public investment. When there is economic slack and monetary accommodation, demand effects are stronger, and the public-debt-to-GDP ratio may actually decline. Public investment is also more effective in boosting output in countries with higher public investment efficiency and when it is financed by issuing debt.

Governments’ measures to cushion the blow from the pandemic total a staggering $12 trillion globally. These lifelines and the worldwide recession have pushed global public debt to an all-time high. But governments should not withdraw lifelines too rapidly. Government support should shift gradually from protecting old jobs to getting people back to work and helping viable but still-vulnerable firms safely reopen. The fiscal measures for the recovery are an opportunity to make the economy more inclusive and greener. Chapter 2 of this report argues that governments need to scale up public investment to ensure successful reopening, boost growth, and prepare economies for the future. Low interest rates make borrowing to invest desirable. Countries that cannot access finance will, however, need to do more with less. The chapter explains how investment can be scaled up while preserving quality. Increasing public investment by 1 percent of GDP in advanced and emerging economies could create 7 million jobs directly, and more than 20 million jobs indirectly. Investments in healthcare, housing, digitalization, and the environment would lay the foundations for a more resilient and inclusive economy.
