Or, les obstacles juridiques à la réouverture ou la modernisation d'une ligne ne se trouvent pas là où on le croit souvent. Et les cas traités dans les trois pays concernés montrent que les indicateurs techniques permettant de trancher en cas de doute sont généralement absents.
