Book Synopsis The House of Lords and Ideological Politics by : Corinne Comstock Weston
Download or read book The House of Lords and Ideological Politics written by Corinne Comstock Weston and published by American Philosophical Society. This book was released on 1995 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study of ideological politics in Victorian and Edwardian England centers on a referendal theory promoted by the great Lord Salisbury when he opposed William Gladstone's Liberal gov'ts. It was subsequently carried forward in the form of the referendum by Salisbury's son-in-law and ideological heir, the second Lord Selborne. Salisbury is today recognized as the most successful electorally of Conservative leaders. Selborne, though not as well known to historians, had a high contemporary reputation as an imperial proconsul who had united S. Africa. According to the referendal theory, the House of Lords had a duty to refer disputed legislation to the electorate when the House of Commons, in the lords' judgment, lacked a mandate for the measure in question. That is, the lords' political barometer was not the commons, as Gladstone contended, but the nat. at large. If this proposition prevailed, the lords could freely exercise an independent legislative veto in an age of expanding democracy. Not until the Liberals passed the Parliament Act (1911) were they able to counter the theory effectively. But well before this, Selborne's advocacy of the referendum was challenged by another Conservative leader, Lord Curzon, who had served for a decade as viceroy of India. Their rivalry is one of this study's most provocative and illuminating themes.

Book Synopsis British Prime Ministers and Democracy by : Roland Quinault
Download or read book British Prime Ministers and Democracy written by Roland Quinault and published by A&C Black. This book was released on 2011-03-17 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today representative democracy is the dominant political system in the world. Britain played a prominent part in the democratization of the world through both its constitutional reforms at home and its power and influence abroad. In that process, Prime Ministers played a prominent role through their power and influence in government, Parliament and the country more generally. Quinault examines the stance of ten leading Prime Ministers - from the mid-nineteenth century until the twenty-first century - on the theory and practice of democracy. The attitude of each Prime Minister is assessed by considering their general views on democracy and their use of that term and concept in their discourse and thereby their role in advancing or resisting democratic political change. Particular attention is paid to their role in electoral reform, together with their stance on the composition and powers of the House of Lords and the role of the monarchy in the governing process. Their attitudes to the democratic aspects of some major international issues are also considered.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Speeches of the Marquis of Salisbury: With a Sketch of His Life The Marquis of Salisbury enjoyed the great advantage, not common to his order, of passing his early manhood without being subjected to the enervating influences that surround an heir-apparent. Born a second son, he had not, up to his thirty-fifth year, looked forward to anything more than being the brother to a great peer, himself holding the courtesy title of Lord Robert Cecil. As such he was known up to the year 1865, when his elder brother, the heir to the marquisate, suddenly died, and Lord Robert's prospects in life underwent an extensive change. Lord Robert Cecil sat in the House of Commons as member for Stamford, for which borough he was elected in his twenty-third year, and which he represented till he was removed to the Upper House on the death of his father in April, 1868. With the portion of a younger son he essayed to add to his income by work in the field of journalism. At one time, it is understood, he was pretty regularly engaged as a leader writer on the Times.
