Book excerpt: This paper examines how rural Afghan households in five villages located in Badakhshan and Kandahar provinces have negotiated within contexts of weak formal institutions and localized power to achieve physical and economic security. The paper uses household case studies to assess how the concepts of informal security regimes and dependent security aid understanding of the means through which rural households in Afghanistan seek security. It particularly examines how different households' are integrated into social relationships, the variable quality and usefulness of these relationships, and under what conditions they might facilitate autonomous versus dependent security. In doing so the paper explores the importance of context, linking the details of household experiences to their village and provincial locations. It provides an understanding of opportunities for and constraints to rural transformation in Afghanistan based on the social hierarchies and relations present, illustrating the complexities with which interventions aimed at improving human security and reducing poverty must engage, interventions which to date have focused more on filling gaps in access to human and material resources than on addressing the root causes of poverty.

Book excerpt: The Afghan Local Police (ALP), established in 2010 under the authority of the Afghan Ministry of Interior (MOI), works to enhance security in rural areas outside the reach of the Afghan National Army or the Afghan National Police. The ALP headquarters is in Kabul, but each ALP unit is controlled through its respective district and provincial police headquarters. As of August 2015, ALP consisted of 28,073 personnel across 150 districts. The ALP is supported by U.S. and coalition forces, with oversight from the Combined Security Transition Command-Afghanistan (CSTC-A). Based on current estimates, $121 million will be needed annually to sustain the program. This report (1) identifies challenges to the ALP's success; (2) assesses the MOI's internal controls and CSTC-A's oversight of salary disbursements to ALP personnel; and (3) determines how the U.S. government and the MOI plan to monitor and sustain the ALP program. The international community's subsequent attempts to regulate opium poppy became intimately linked with its own state-building project, and rising levels of cultivation were cited as evidence of failure by those international donors who spearheaded development in poppy-growing provinces like Helmand, Nangarhar and Kandahar. Mansfield's book examines why drug control - particularly opium bans - have been imposed in Afghanistan; he documents the actors involved; and he scrutinizes how prohibition served divergent and competing interests. Drawing on almost two decades of fieldwork in rural areas, he explains how these bans affected farming communities, and how prohibition endured in some areas while in others opium production bans undermined livelihoods and destabilized the political order, fuelling violence and rural rebellion. Above all this book challenges how we have come to understand political power in rural Afghanistan. Book excerpt: The relationship between aid and state building is highly complex and the effects of aid on weak states depend on donors’ interests, aid modalities and the recipient’s pre-existing institutional and socio-political conditions. This book argues that, in the case of Afghanistan, the country inherited conditions that were not favourable for effective state building. Although some of the problems that emerged in the post-2001 state building process were predictable, the types of interventions that occurred—including an aid architecture which largely bypassed the state, the subordination of state building to the war on terror, and the short horizon policy choices of donors and the Afghan government—reduced the effectiveness of the aid and undermined effective state building. By examining how foreign aid affected state building in Afghanistan since the US militarily intervened in Afghanistan in late 2001 until the end of President Hamid Karzai’s first term in 2009, this book reveals the dynamic and complex relations between the Afghan government and foreign donors in their efforts to rebuild state institutions. The work explores three key areas: how donors supported government reforms to improve the taxation system, how government reorganized the state’s fiscal management system, and how aid dependency and aid distribution outside the government budget affected interactions between state and society. Given that external revenue in the form of tribute, subsidies and aid has shaped the characteristics of the state in Afghanistan since the mid-eighteenth century, this book situates state building in a historical context.
