Available in PDF, EPUB and Kindle. Book excerpt: It is almost two years since the publication of Oleg Davydov's significant study Inside Out: The Radical Transformation of Russian Foreign Trade, 1992-1997, and a lot has changed since then, including the August 1998 financial and banking crisis in Russia. Nevertheless, the views Davydov expressed in that book are still relevant, and many of the recommendations he made have been implemented, to good effect. This book, Liberalization of Russian Foreign Trade, takes up where the first left off. Here, Davydov teams up with Valeriy A. Oreshkin, and they systematize and explain the issues related to the formation of Russia's foreign trade policy. The transition from centrally planned economy to market economy has been difficult. The largest problem, of course, has been integrating Russia into the world economic community and learning how to do business with foreign counterparts and competitors. Another problem, of potentially overwhelming proportions, is the issue of Russia's foreign debts, and the authors investigate how the country might modernize its infrastructure and invest in its future despite the enormous foreign-debt repayments. Part of the solution, the authors believe, will come from foreign investments, yet Russian businesspeople must continue to convince foreign investors that investing in Russia is a good risk. However, given the rise of criminal activities in the foreign-trade arena, foreign investors are understandably hesitant. In the forseeable future, the creation of internal and external conditions for a more complete integration of Russia into the world economy will remain a top priority. But the key milestones to that greater goal are already in flux. In an objective and informed way, this book provides the best explanation available of how those milestones have changed, and how such changes may affect the future development of a competitive Russian economy.

Book excerpt: After the 1998 Russian economic crisis, there are new opportunities for sustained growth in many countries of the former Soviet Union. Against this backdrop, the authors of this book analyze the dynamics of macroeconomic and structural developments in Eastern Europe and Russia, with special attention paid to problems of international and national integration, "Dutch disease" and natural resource dependency, and distortions in institutional reforms. The analysis also sheds light on how these problems have implications for cooperation among OECD-countries. A critical focus is on institutional adjustment and learning, human capital formation, trade and foreign investment. The political economy challenges of stability and growth in the region are highlighted. New empirical findings and comparative policy analysis - including in the field of natural resource policy - are major elements in this publication.

Book excerpt: This book reveals the key trends in the modern Russian trade policy to provide a deeper understanding of the main challenges and barriers, possible paths and opportunities in its development. An international team of authors investigates specific factors influencing the Russian trade policy evolution; recent trends in Russia’s international trade development; and the impact of Russia’s participation in the World Trade Organization on the domestic economy. Particular attention is paid to regional integration processes that involve Russia and their outcomes; as well as challenges in the remaining and building commercial relations with Russia’s traditional and ‘new’ trade partners, taking into consideration those alienating the West and economic sanctions regimes. The analysis of key trends is combined with a special focus on selected industries and economic partners of Russia. The book contains a variety of case studies investigating the ways in which political and business actors adapt to the transformation of Russian trade policy, how Russia participates in the WTO dispute settlement mechanism, and what the driving forces and outputs are for the national economic agents. Finally, the authors consider what the reasonable expectations might be regarding the future prospects of Russian trade policy. The book presents a unique, comprehensive and multidimensional analysis of modern Russian trade policy. Filling an important gap in the existing literature, this book will be of value to all those interested in Russia’s economic development path.

Book excerpt: After a decade of sharp economic decline, Russia switched to an impressive period of economic growth. Yet the economic record is still mixed, and many key problems remain unresolved, both in the economic sphere and the political system. The focus is on economic dynamics in Russia, reasons for its hesitant opening up process as well as the special role of the natural resources sector which is expected to continue to grow. This analysis highlights the existing deficiencies of the Russian economic system and raises doubts about the sustainability of growth. Twin focus is on required reforms and endogenous forces that impair liberalizing trade and investment in an orderly way. Russian discussions on WTO and other international topics are reflected.

Book excerpt: Transitions from socialism to capitalism are complex, both in theory and practice. Russian Economic Reform enables the reader to come to a much better understanding of these momentous changes, by providing a clear and accessible account of the major features of transition. It argues that attempts to portray the reform process is a disaster are misconceived, because they fail to take account of just how badly the pre-reform economy was doing. Many of the problems that are emerging now have their antecedents in the earlier economic system.

Available in PDF, EPUB and Kindle. Book excerpt: This groundbreaking volume combines theories of economic liberalization with a wide variety of case studies from market and socialist economies. Internationally regarded scholars and Eastern European policymakers have collaborated to evaluate the dramatic economic changes taking place throughout the world. The opening essays contribute to the theoretical debate by showing that foreign economic liberalization goes beyond reducing import barriers to policies on investment, financial liberalization, convertability, and export promotion. Case studies compare successful and unsuccessful liberalization attempts world wide. The disintegration of the CMEA and the policy dilemmas facing Central and Eastern Europe are examined in great detail, as the authors explore the pitfalls and opportunities inherent in the transformation from a centrally planned economy. This up-to-date text will be invaluable for courses on the history and transformation of socialist economies, comparative economic systems, and international trade and investment.

This book was released on 2005 with total page 29 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This paper is the introduction and summary chapter of the 43 chapter volume entitled Handbook of Trade Policy and WTO Accession for Development in Russia and the CIS. The key policy conclusions of each of the chapters are highlighted in this paper. The Handbook will be published only in Russian in 2005, but an English language version of the majority of the papers described here is available on the website www.worldbank.org/trade/russia-wto. This paper first explains the potential importance of World Trade Organization (WTO) accession as a development tool, and discusses the recent successful development models and the role of trade policy in their development. The paper then summarizes the three parts of the Handbook. The first part treats trade policy (with applications to Russia and the Commonwealth of Independent States [CIS]). The second part treats World Trade Organization institutions and disciplines, again with Russia and CIS applications. And the third part focuses on various aspects of the impact of WTO accession on Russia. The numerous papers that relate trade policy and WTO accession to experience in Russia and the CIS are likely to be of special interest to native English speakers, since these papers are new to the literature. The papers in the Handbook are intended to be non-technical materials accessible to a wide policy audience. The Handbook forms the basis of a World Bank Institute course on trade policy and WTO accession, which has been delivered and will be delivered again on multiple occasions. "--World Bank web site.

Available in PDF, EPUB and Kindle. Book excerpt: In this paper a computable general equilibrium model of the Russian economy is used to assess the impact of accession to the World Trade Organization (WTO), which encompasses improved market access, Russian tariff reduction, and reduction of barriers against multinational service providers. It is assumed that foreign direct investment in business services is necessary for multinationals to compete well with Russian business services providers, but cross-border service provision is also present. The model incorporates productivity effects in both goods and services markets endogenously, through a Dixit-Stiglitz framework. It is estimated that Russia will gain about 7.2% of the value of Russian consumption in the medium term from WTO accession and up to 24% in the long run. It is also estimated that the largest gains to Russia will derive from liberalization of barriers against multinational service providers. Piecemeal and systematic sensitivity analysis shows that the results are robust.

Available in PDF, EPUB and Kindle. Book excerpt: After an exploration of the experience gained by former central and eastern European countries in the General Agreement on Tariffs and Trade, Peter Naray gives an analysis of the Russian economic and social crisis and comes to the conclusion that this crisis is responsible for the delay of Russia's accession to the World Trade Organization (WTO). The author criticizes the approach taken in Russian reforms because the country's historical legacy (weak legal system, underdeveloped political and economic institutions etc.) was neglected. The book describes the steps made by Russia towards WTO membership underlining the present and expected difficulties. It warns against a fundamentalist approach by the members of the WTO which may result in Russia's isolation in political and economic matters which would represent a danger to the whole world.

Book excerpt: Jensen, Rutherford, and Tarr use a computable general equilibrium model of the Russian economy to assess the impact of accession to the World Trade Organization (WTO), which encompasses improved market access, tariff reduction, and reduction of barriers against multinational service providers. They assume that foreign direct investment in business services is necessary for multinationals to compete well with Russian business service providers, but cross-border service provision is also present. The model incorporates productivity effects in both goods and services markets endogenously through a Dixit-Stiglitz framework. As a result, the estimated gains from WTO accession are much larger than would be obtained from a typical model with perfect competition. The ad valorem equivalent of barriers to foreign direct investment have been estimated based on detailed questionnaires completed by specialized research institutes in Russia. The authors estimate that Russia will gain about 7.2 percent of the value of Russian consumption in the medium run from WTO accession and up to 24 percent in the long run. They estimate that the largest gains to Russia will derive from liberalization of barriers against multinational service providers. Piecemeal and systematic sensitivity analysis shows that their results are robust. This paper - a product of the Trade Team, Development Research Group - is part of a larger effort in the group to assess the impact of liberalization of barriers against foreign direct investment in services sectors.

As a longtime specialist on the Soviet economy and an economic adviser to the Russian government during most of this period, Aslund analyzes the original intentions of the government, what they were to accomplish, and why they fell short. According to Aslund, the Russian transformation has not been too quick, as many maintain, but rather too slow.
