The shifting interconnections between new technologies and public power have raised questions about threats posed to democratic values and norms. Adopting a synoptic perspective that puts liberal disorder at the center of its investigation, this book uses multiple sources to build a common historical and conceptual framework for understanding major contemporary political currents. The contributions weave together historical studies and conceptual analyses of states of exception, emergency powers, and their links with technological innovations, as well as the tension-ridden relationship between populism and democracy and its theoretical, ideological, and practical implications. From emergency lending to macro-economics, border management to Brexit, policies are pursued unconventionally and as measures of last resort. This book investigates the nature, rise, and implications of this politics of emergency as it appears in the transnational setting. As the author argues, recourse to this method of rule is an expression of the deeper weakness of executive power in today's Europe. It is how policy-makers contend with rising socio-economic power and diminishing representative ties, seeking fall-back authority in the management of crises. In the structure of the EU they find incentives and few impediments. Whereas political exceptionalism tends to be associated with sovereign power, here it is power's diffusion and functional disaggregation that spurs politics in the emergency mode. The effect of these governing patterns is not just to challenge and reshape ideas of EU legitimacy rooted in constitutionalism and technocracy. The politics of emergency fosters a counter-politics in its mirror image, as populists and others play with themes of necessity and claim the right to disobedience in extremis. The book examines the prospects for democracy once the politics of emergency takes hold, and what it might mean to put transnational politics on a different footing.

Schaefer argues that after the War of Independence non-elite Mexicans - peasants, day laborers, artisans, local merchants - pioneered an egalitarian form of legal rule by serving in the town governments and civic militias that became the local faces of the state's coercive authority. These institutions were effective because they embodied patriarchal norms of labor and care for the family that were premised on the legal equality of male, adult citizens. The book also examines the emergence of new, illiberal norms that challenged and at the end of the century, during the dictatorship of Porfirio Díaz, overwhelmed the egalitarianism of the early-republican period. By comparing the legal cultures of agricultural estates, mestizo towns and indigenous towns, Liberalism as Utopia also proposes a new way of understanding the social foundations of liberal and authoritarian pathways to state formation in the nineteenth-century world.

Book excerpt: Offering the first in-depth analysis of the relationship between populism and political meritocracy, this book asks why states with meritocratic systems such as Singapore and China have not faced the populist challenge to the extent that liberal-democratic states have. Is political meritocracy immune to populism? Or does it fan its flames? Exploring this puzzle, the authors argue that political meritocracies are simultaneously immune and susceptible to populism. The book maintains that political meritocracy’s focus on the intellect, social skills, and most importantly virtue of political leaders can reduce the likelihood of populist actors rising to power; that meritocracy’s promise of upward mobility for the masses can work against elitism; and that rule by the ‘meritorious’ can help avoid crises, diminishing the political opening for populism. However, it also shows that meritocracy does little to eliminate grievances around political, cultural, and social inequality, instead entrenching a hierarchy – an allegedly ‘just’ one. The book ultimately argues that the more established the system of political meritocracy becomes, the more it opens the door to populist resentment and revolt. Pitched primarily to scholars and postgraduate students in political theory, comparative politics, Asian studies, and political sociology, this book fills an important scholarly gap.
