Book excerpt: Description For more than 50 years the United States has attempted to destabilize and isolate the Castro regime in Cuba with the use of trade and financial sanctions, a policy that has fallen short of its objective. In this Policy Analysis, Gary Clyde Hufbauer and Barbara Kotschwar suggest that the sands of time may accomplish what economic pressure did not. Raúl Castro, president of Cuba since 2008, plans to step down at the end of 2018, implying a new regime in five years. Various forces are starting to emerge favoring economic normalization if Cuba appears ready to change its policies as well as its leadership. The authors caution, however, that a unilateral dismantling of US sanctions without insuring that proper institutions are in place in Cuba could squander a golden opportunity for US companies. They argue that a new US-Cuba relationship must entail a lifting of Cuba's barriers to trade and investment, liberalization of its economy, and the adoption of democratic institutions. They offer a roadmap for a future US-Cuba rapprochement.

Available in PDF, EPUB and Kindle. Book excerpt: This is the second of two volumes to bear witness to the Cuban experience. Together with its predecessor, Cuba: Twenty-Five Years of Revolution, it offers a positive account. Yet, it is sensitive to the dilemmas and flawed strategies in Cuba's thirty-year process of transformation. It warns that no preconceived notion of state or of development will help grasp the multifaceted nature of this nation, which reflects aspects of both developed and underdeveloped nations. Seventeen chapters, five of which are from Cuban contributors, thoroughly investigate recent political, economic, and social changes as well as the successes and failures of long-term development policies. Heavy attention is paid to the rectification process launched by Castro in 1986. This volume portrays a Cuba facing the 1990s with a burst of increased vigor in its efforts to secure continued far-reaching transformation. Seventeen chapters describe major changes in the economic realm caught up in the rectification campaign; a slow process of liberalization in the political sphere; and a Cuba that, in social terms, is far better off than any other Latin American country.

Available in PDF, EPUB and Kindle. Book excerpt: This important new source provides greater insight into and awareness of housing experiences in other societies, allowing for a more informed assessment of our own national experiences and priorities. This unique compilation points to the value of cross-national work when dealing with these complex issues. Choice Housing issues and policy problems are both universal in scope and, at the same time, inherently specific to a given time and place. All countries are wrestling with their own housing problems and with the everyday mechanics of housing supply and regulation. Specific problems vary immensely from country to country and the policy instruments and institutions chosen to address those problems vary. As the chapters in this volume make clear, definitions of housing problems and approaches to housing policies are firmly embedded in particular national and cultural contexts. A long-awaited signal publication, this book is an important new source of analyses and information necessary to understand these contexts. It also is a major work of reference that provides the raw materials for undertaking comparative studies of housing issues and policy problems. The contributors are renowned authorities in the field who demonstrate how housing is worldwide an integral component of a nation's financial system, its social structure, and its political and policy making apparatus. Because this book provides greater insight in and awareness of experiences in other societies, it allows for a more informed assessment of our own national experiences and priorities. As the contributors make clear, there are no complete or simple solutions to contemporary housing problems. This unique compilation points to the value of cross-national work when dealing with these complex issues. It will be essential reading for scholars and policymakers alike who are concerned with housing issues.
