This book was released on 2012-09-06 with total page 345 pages. Available in PDF, EPUB and Kindle. Book excerpt: Economic research on climate change has been crucial in advancing our understanding of the consequences associated with global warming as well as the costs and benefits of the various policies that might reduce emissions of greenhouse gases. As nations work to develop climate policies, economic insights into their design and implementation are ever more important. With a balance between theoretical and empirical approaches, The Design and Implementation of US Climate Policy looks at the possible effects of various climate policies on a range of economic outcomes. The studies that comprise the volume examine topics that include the coordination—or lack thereof—between the federal and state governments, implications of monitoring and enforcing climate policy, and the specific consequences of various climate policies for the agricultural, automotive, and buildings sectors.
Book Synopsis NAFTA and Climate Change by : Meera Fickling
Download or read book NAFTA and Climate Change written by Meera Fickling and published by Peterson Institute. This book was released on 2010-02-15 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: NAFTA remains a centerpiece of US trade-policy debate, but its provisions have sacrificed environmental concerns for the sake of trade liberalization. This timely volume analyzes the national policies of the United States, Canada, and Mexico. The authors explain how the competing priorities of province, state, or government agendas can slow coordination measures to curtail emissions throughout North America. But, North American cooperation could serve as a model for how developed and developing countries can mutually benefit from an international climate change agreement. Emission reduction is now inextricably linked with trade and finance measures in this post-Kyoto era. The authors argue that the three NAFTA partners can work together to reduce greenhouse gas emissions while mitigating concerns about trade competitiveness. NAFTA and Climate Change provides a critical assessment of how NAFTA initiatives will contribute to the achievement of important climate-change goals at both regional and global levels. This thorough investigation advances potential solutions, and ideas to develop practical channels for transferring technical and financial assistance from developed to developing countries to reduce greenhouse gas emissions and further economic development.
Book Synopsis Global Warming and the World Trading System by : Gary Clyde Hufbauer
Download or read book Global Warming and the World Trading System written by Gary Clyde Hufbauer and published by Columbia University Press. This book was released on 2009-05-15 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2006, a team led by the English economist Sir Nicholas Stern issued a striking report that analyzed the economic dimensions of global climate change and called for immediate collective action to reduce greenhouse gas (GHG) emissions. This seminal report poses the critical question of how much emissions should be reduced within specific timeframes. To answer the challenge of finding a best-practices approach, Global Warming and the World Trading System looks at the economic aspects of GHG emissions and seeks a policy method to reduce them without adversely affecting global trade. The book begins with a survey of relevant data—such as emissions reports per sector—and evaluates current US climate policy options, focusing on the intricacies of specific Congressional bills. In this vein, this study examines whether the competitiveness provisions now under consideration are compatible with the rules of the World Trade Organization (WTO) and explores the pragmatic opportunities the WTO should capitalize on in order to accomplish two goals simultaneously: ensure "policy space" for countries to limit national GHG emissions without sacrificing the competitive position of their own industries and preserve an open trading system relatively free of discrimination and opportunistic protectionist measures. Should governments use trade measures to encourage other countries to cooperate in the adoption of environmental policies? The authors anticipate the potential negative environmental and economic outcomes as well as the disputes over violation of GATT articles. This book addresses how to avoid serious setbacks in an effort to reduce emissions without compromising the status of both domestic and international carbon-intensive industries. Most importantly, the book considers what can be done by environmental organizations to head off conflict with the WTO.

Available in PDF, EPUB and Kindle. Book excerpt: While no supranational institutions exist to govern climate change in North America, a system of cooperation among a diverse range of actors and institutions is currently emerging. Given the range of interests that influence climate policy across political boundaries, can these distinct parts be integrated into a coherent, and ultimately resilient system of regional climate cooperation? Climate Change Policy in North America is the first book to examine how cooperation respecting climate change can emerge within decentralized governance arrangements. Leading scholars from a variety of disciplines provide in-depth case studies of climate cooperation initiatives – such as emissions trading, energy cooperation, climate finance, carbon accounting and international trade – as well as analysis of the institutional, political, and economic conditions that influence climate policy integration.

Book excerpt: The Council sponsors an Independent Task Force when an issue of critical importance to U.S. foreign policy arises, and it seems that a group diverse in backgrounds and perspectives may nonetheless be able to reach a meaningful consensus on policy through private and nonpartisan deliberations. Task Force members are asked to join a consensus signifying that they endorse "the general policy thrust and judgments reached by the group, though not necessarily every finding and recommendation." Individual views and dissents that sharpen differences of analysis and prescription are also encouraged. Once formed, Task Forces are independent. Upon reaching a conclusion, a Task Force issues a report, which the Council publishes and posts on its website. Task Force chairs, directors, and members are solely responsible for the content of their reports. Book jacket.

This Research Handbook is a must for anyone interested in these overlapping fields of law and policy whether as a basis for learning or as a resource for further research.Õ Ð Mary Footer, University of Nottingham School of Law, UK ÔThis fantastic collection of essays explores the multiple intersections between trade and environment in the WTO. The contributions by leading scholars are theoretically engaged whilst practical in their focus. It is a Òmust readÓ for those concerned to ensure that trade liberalisation does not stand in the way of sustainable development, including urgently needed action to mitigate the risks and consequences of climate change.Õ Ð Joanne Scott, University College London, UK ÔGeert Van Calster and Denise PrŽvost have managed to induce virtually all the great experts on health, environment and WTO law to contribute to their Research Handbook on these subjects. The result is undoubtedly an excellent volume that should adorn the bookcase of any and all interested in the important problem of the relation between international rule-making and regulatory autonomy of states in this area of international economic law.Õ Ð Pieter Jan Kuijper, University of Amsterdam, The Netherlands This Handbook provides state-of-the-art analysis by leading authors on the links between the international trade regime and health and environment concerns Ð concerns that make up an increasing proportion of WTO dispute settlement. Research Handbook on Environment, Health and the WTO surveys fields as diverse as climate change mitigation, non-communicable diseases, nanotechnology and public health care. The volume brings to the fore the debates and complexities surrounding these issues and their implications for the international trading system. The Handbook begins in Part I with a survey of general issues that sets a context for the more specific sectorial studies. Part II considers the most pressing issues within health regulation and trade law, whilst Part III is devoted to environmental regulation and its interface with trade law. Part IV looks specifically at aspects of the dispute settlement process and in particular standard of review, and the book concludes in Part V with a consideration of the impact of trade measures on the health and environment regimes of emerging economies. This comprehensive yet concise Handbook will appeal to academics and researchers in international trade law and environmental law, as well as trade law practitioners.
Book Synopsis Climate Law and Developing Countries by : Benjamin J. Richardson

Available in PDF, EPUB and Kindle. Book excerpt: 'The phenomenon of anthropogenic climate change has become of critical importance to all countries. However, while the majority of developing countries contribute the least to global greenhouse gas emissions, they will generally bear the major burden of the social, environmental and economic impacts of climate change imposed upon them by developed countries. This cutting-edge book contains outstanding contributions by scholars from around the world on the need to expand the range of legal and policy mechanisms and strategies required to bridge the gaps between the north and the south to achieve global climate justice.' - Ben Boer, University of Sydney and former Co-director of the IUCN Academy of Environmental Law This timely book examines the legal and policy challenges in international, regional and national settings, faced by developing countries in mitigating and adapting to climate change. With contributions from over twenty international scholars from developing and developed countries, the book tackles both long-standing concerns and current controversies. It considers the positions of developing countries in the negotiation of a new international legal regime to replace the Kyoto Protocol and canvasses various domestic issues, including implementation of CDM projects, governance of adaptation measures and regulation of the biofuels industry. Through a unique focus on the developing world, this book makes a significant contribution to understanding current challenges and future directions of climate law.
Book Synopsis Energy and Climate Policies in China and India by : Fuzuo Wu
Download or read book Energy and Climate Policies in China and India written by Fuzuo Wu and published by Cambridge University Press. This book was released on 2018-08-31 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The book explores the proactive and reactive features of China and India's domestic and foreign policies to address two intertwined challenges: first, China and India have taken policy measures that accord with their own domestic priorities; second, both countries have had to alter the trajectory of their proactive policy measures as a result of external pressures. The book argues that China and India's proactive and reactive policy measures to address energy insecurity and climate change have been shaped by their two-level pressures. At the domestic/unit level, both countries have had to sustain fast economic growth and eradicate poverty in order to maximize their economic wealth. At the international/systemic level, both countries have sought to enhance their great power status in the international system which is characterized by not only asymmetrical interdependence but also global governance in general, and global energy and climate governance in particular.
