Gallya Lahav's book traces ten years of public opinion and elite attitudes toward immigration cross-nationally to show how and why increasing EU integration may not necessarily lead to more open immigration outcomes. Empirical evidence reveals that support from both elite and public opinion has led to the adoption of restrictive immigration policies despite the requirements of open borders. Badiou considers this Mediterranean country "a sort of open-air political lesson", with much to tell us about the wider situation. Greece is exemplary of "our fundamental contradictions in Europe, which are also ultimately the fundamental contradictions of the world such as it is-the world served up to the authoritarian anarchy of capitalism." Notwithstanding the Greeks' heartening opposition to the financial markets' hegemony, Badiou considers it also important to address the reasons why this opposition failed. "Movementist" politics may arouse widespread sympathy, but for the French philosopher they have "absolutely no effect other than to temporarily trap the movement in the negative weakness of its affects." Badiou argues that a consequential opposition inspired by the emancipatory politics of the past-or by what he calls "the communist hypothesis"-should set its compass by the "orienting maxims" proposed in this book, defining a direction for political action.

Book excerpt: This comparative study harks back to the revolutionary year of 1989 and asks two critical questions about the resulting reconfiguration of Europe in the aftermath of the collapse of communism: Why did Central and East European states display such divergent outcomes of their socio-political transitions? Why did three of those states—Poland, Bulgaria, and Russia—differ so starkly in terms of the pace and extent of their integration into Europe? Rumena Filipova argues that Poland’s, Bulgaria’s, and Russia’s dominating conceptions of national identity have principally shaped these countries’ foreign policy behavior after 1989. Such an explanation of these three nations’ diverging degrees of Europeanization stands in contrast to institutionalist-rationalist, interest-based accounts of democratic transition and international integration in post-communist Europe. She thereby makes a case for the need to include ideational factors into the study of International Relations and demonstrates that identities are not easily malleable and may not be as fluid as often assumed. She proposes a theoretical “middle-ground” argument that calls for “qualified post-positivism” as an integrated perspective that combines positivist and post-positivist orientations in the study of IR.
