Book excerpt: Excerpt from Letters to the People of India on Responsible Government In submitting this book to English readers it is necessary to explain the circumstances which led to its production while the Secretary of State was in India. For several years before the war I had undertaken, in conjunction with a number of friends, to study the mutual relations of the United Kingdom and the self-governing Dominions. Some results of these studies were published in 1916 in two volumes, one entitled The Problem of the Commonwealth, the other The Commonwealth of Nations. At the outset I had thought that the problem involved in the mutual relations of the self-governing peoples could be separated from the problem involved in. their relations to India. The latter I imagined could be left to future generations. Further study soon convinced me that the two problems were, in fact, inseparable. They were, in truth, but different aspects of a single problem, so that any attempt, to settle the one without first thinking out the other, was sure to miscarry. The, war, moreover, was bound to precipitate the whole issue. It was clearly impossible to formulate any conclusions on the future place of India in the Commonwealth without some first-hand knowledge of the country, such as, in the case of the Dominions, I had obtained by residence in one of them and frequent visits to the others.
