Not long since, in taking up one of the pa pers of the day, my eye fell upon a printed letter which had been addressed to the President of the United States by the head of a flourishing Western university. I read it with attention - an attention probably the more inter ested because the circumstances and the experiences of the writer, as he presented them, exhibited a singular series of resemblances and contrasts with my own. Your correspondent represents himself in that letter to have been, at the opening of the war, in charge of a flour ishing seminary of learning. He saw himself surrounded by several hundred noble-spirited youths whom he loved with a father's affection, and by whom he was loved in return. He saw them suddenly inspired with the martialspirit. He could hardly restrain them from rushing in a body to the field. He saw them organized into a battal ion and subjected to military drill. He saw some, impa tient of delay, enlisting in the earliest levies, and fighting on the disastrous day of Bull Run. He has since seen many scattered over all the wide arena of conflict, pour ing out their lives for their country, or captured and languishing in Southern prisons, or swept off by disease in unwholesome camps, or stretched on beds of suffering in the homes to which they have returned to die. And besides these, he sees others whom the sword has not yet reached, nor sickness paralyzed, rallying still to the call of that country in whose sacred cause so large a number of their youthful brothers have already laid down their lives. Mistakes made now may be attended with irretrievable consequences. We made one in 1876. Shall we make another in 1880? I have been thinking a good deal of late, as probably a great many others have been doing, whether it is wise policy to put very old men at the head of the Government. I think it is bad policy, because an aged man holds his life by a frail tenure and may pass away at any moment. Frequent changes of administration are full of peril. They disturb the country and are unfavorable not only to the national and business interests, but to the stability of our institutions. To put an infirm man of 70 years of age at the head of affairs is to run a great and unnecessary risk. That is the age at which the constitutions of many of the States retire Judges from their seats on the bench. Such a provision is founded in wisdom, the inspired wisdon of the Bible, for 70 years is what the Psalmist allows as the measure of our days. "The days of our age are three-score years and ten; and though men be so strong that they come to four-score years, yet is their strength then but labor and sorrow; so soon passeth it away, and we are gone." There are two things of great interest to the American people at this day upon which the Constitution is silent: First, It does not prohibit a candidate from running for a third term for President; Second, It does not disqualify a citizen who is 70 years of age from filling the Presidential office. The first is, can we support the re-election of the present Chief Magis trate - those of us, i mean, who have been in earnest in our Opposition to the leading measures and prevailing policy of his admi nistration? And this question would seem properly and plainly to resolve itself into an other. Has he abandoned or withdrawn any of those measures, to which we have been, and are still thus Opposed? So far from it, we have seen that, in his recent Message to Congress, he has again brought forward and urged, with increased determination of purpose, his new cherished Sub-treasury scheme, which, at the time of his election, all his political friends believed to be fraught, and which we still believed to be fraught, with the direst evils to the country. He has not only again earnestly recommended this scheme, but he has urged its adoption in the most obnoxious and objectionable of all the forms it has ever assumed. I refer, of course, to what has been commonly called the specie clause, or requisition ofthepublic dues in gold and silver alone. This rigorous feature of the scheme had been pretermitted by the Pre eident, in his more recent expositions of it, and was believed to be finally abandoned by him, but 18 now brought forward in bold te lief, it is understood as the sine qua non of the new political alliance, which has been an nounced to the country. And the President even tells us that he believes no period will be more auspicious for the introduction of this hard money policy in, the operations of the government, than the pressuw - when we know, that in two-thirds or three-fourths of the States specie is at an average premium of ten per cent. Above the common currency! Most auspicious, indeed, for the interests of those who are the recipieiits and beneficia ries of the public contributions, but su1ely not for the interests of the people, who are the payers, immediate or ultimate, of all these contributions.
