Available in PDF, EPUB and Kindle. Book excerpt: The 1994 Convention on the Safety of United Nations and Associated Personnel (Safety Convention) was the first multilateral convention to deal specifically with the protection of personnel engaged in peace operations. It should be viewed against the background of the increasingly volatile environments in which peace operation personnel were required to operate at the beginning of the 1990s. An Optional Protocol, extending the automatic application of the Safety Convention to new categories of operation, was adopted in December 2005. Protection, which a host government is responsible for securing for personnel in peace operations, may be categorised as general and special protection. The former includes, for example, human rights law and international humanitarian law. The latter comprises privileges and immunities accorded to agents of states or organisations. The contribution of the Safety Convention is mainly one of interstate penal law co-operation. States parties are obligated to co-operate in order to effectively prosecute the perpetrators of stipulated crimes. The protection afforded by the Safety Convention may therefore be categorised as being part of an emerging legal regime against impunity. An effective protection needs to address the specific challenges surrounding peace operations. Some of these challenges, identified in this study, are related to the interplay between the rules of peace and war as well as responsibility and accountability of protected personnel. It is also contended that there is a need for an effective implementation of existing rules, and a careful development of so-called status-of-forces agreements applicable in peace operations.

Book Synopsis Strengthening Forensic Science in the United States by : National Research Council
Download or read book Strengthening Forensic Science in the United States written by National Research Council and published by National Academies Press. This book was released on 2009-07-29 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Book Synopsis Turkey and the US in the Middle East by : Gürcan Balik
Download or read book Turkey and the US in the Middle East written by Gürcan Balik and published by Bloomsbury Publishing. This book was released on 2016-05-26 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: Written by the former chief foreign policy advisor to the Turkish president and based on unprecedented access to official documents and communiques, this book gives the inside story of Turkish US relations from the first Gulf War, through debates on the Iraqi Kurdish question, the 2003 invasion of Iraq and into the present day. Using events in Iraq as the basis for a theoretical case study, Gurcan Balik argues that Turkey influenced US foreign policy on several key occasions, and that Turkish support was instrumental in the first intervention in Iraq. After Iraq's 1991 uprisings, however, Turkey's interests in the Middle East began to diverge from those of the US, and their relationship gradually deteriorated, evident in Turkey's refusal to open up its northern border to aid the US advance to Baghdad in 2003. Balik contends that an 'Iraq gap' then emerged, which has since had major implications for the Turkish economy and for the future of the Middle East.Turkey and the US in the Middle East contains hitherto unpublished primary source material, and is an essential addition to the scholarship of the period."
Book Synopsis Essays on Law and War at the Fault Lines by : Michael N. Schmitt
Download or read book Essays on Law and War at the Fault Lines written by Michael N. Schmitt and published by Springer Science & Business Media. This book was released on 2011-11-15 with total page 640 pages. Available in PDF, EPUB and Kindle. Book excerpt: This collection of essays by Professor Michael N. Schmitt of Durham University draws together those of his articles published over the past two decades that have explored particular fault lines in the law of armed conflict. As such, they examine the complex interplay between warfare and law, seeking to identify where the law and warfare appear to diverge, and where such apparent divergence can be accommodated through contextual interpretation of the law. Each essay examines a particular issue in either the jus ad bellum (the law governing resort to force) or jus in bello (international humanitarian law) that has proven contentious in terms of applying extant norms to the evolving face of armed conflict. Among the topics addressed are counter-terrorism, cyber operations, asymmetrical warfare, assassination, environmental warfare and the participation of civilians in hostilities.
