Book excerpt: This book describes the problems encountered by UN inspection teams assigned to find and destroy Iraq’s nuclear, chemical, biological, and missile capabilities following Desert Storm. Kathleen C. Bailey focuses on the initial inspections—the period in which Iraq was struggling to camouflage and conceal its weapons and production equipment as inspectors were trying to define their role in the process. Working from interviews with these initial inspectors, Bailey extracts important lessons for future verification efforts. On-site arms control inspectors in Iraq found information to be carefully controlled by the government. Pertinent documentation was destroyed, only selected people were allowed to interact with inspectors, and officials refused to make full, complete declarations. Buildings were tom down, equipment was moved, and un-exploded ordnance was placed in the way. These and other techniques helped Iraq to hide its past activities and to preserve some of its weapons capabilities. In the future, arms control inspectors will need to develop strategies for dealing more effectively with recalcitrant inspectees and for creating the best possible procedures and processes. Bailey concludes with concrete suggestions for overcoming some of these obstacles with more effective inspection practices.

Some even suggest that the very future of the United Nations, in particular the Security Council and its collective security system, is at risk - at least in its current form. This book does not address the question of the future of the United Nations, an issue probably best left to scholars of international relations. Instead, it seeks to place the 'war on terror' within the context of international law, assessing how, or whether, it can be accommodated within the existing legal framework limiting the use of force. Through an examination of the lawfulness (or otherwise) of both Operation Enduring Freedom and Operation Iraqi Freedom, including the legal justifications advanced by those states involved and the reaction of the international community, and involving a detailed discussion of the most important developments (ie, the permissibility of self-defence against non-state, terrorist, actors and the 'Bush doctrine' of pre-emptive self-defence against terrorists as proclaimed in the 2002 US National Security Strategy) the book determines whether, and to what extent, the right to use force - or the acceptability of such military action - is currently undergoing a radical transformation. By assessing subsequent developments illustrating the impact that military action against Afghanistan and Iraq has had on the jus ad bellum, this book represents a distinctive and original contribution to the academic literature.

For decades the ability to ascertain whether states are hiding germ weapons programs has been nonexistent because the 1975 bioweapons ban has no inspection measures. Yet, in 1995 a small United Nations inspection corps pulled off a spectacular verification feat in the face of concerted resistance from Iraq's Saddam Hussein and popular skepticism that it was even possible to conduct effective biological inspections. Working from sketchy intelligence—and hampered by the Iraqis' extensive concealment and deception measures—the inspectors busted open Iraq's cover stories and wrested a confession of biowarfare agent production from Baghdad. This rigorously researched book tells that compelling story through the firsthand accounts of the inspectors who, with a combination of intrepidness, ingenuity, and a couple of lucky breaks, took the lid off Iraq's bioweapons program and pulled off an improbable victory for peace and international security.
