Book excerpt: We revisit the relationship between international trade, economic growth and inequality with a focus on Latin America and the Caribbean. The paper combines two approaches: First, we employ a cross-country panel framework to analyze the macroeconomic effects of international trade on economic growth and inequality considering the strength of trade connections as well as characteristics of countries’ export markets and products. Second, we consider event studies of past episodes of trade liberalization to extract general lessons on the impact of trade liberalization on economic growth and its structure and inequality. Both approaches consistently point to two broad messages: First, trade openness and connectivity to the center of the trade network has substantial macroeconomic benefits. Second, we do not find a statistically significant or economically sizable direct impact of trade on overall income inequality.

This paper analyses the different approaches to trade and growth in Latin America from the end of WWII to the present day. Specifically, it examines the underlying rhetoric of these alternative approaches and the extent to which their rhetoric matched their understanding of Latin American reality. It is shown that throughout the period under study, the relationship between trade and growth was far from robust. In other words, the region has been unable to make exports the lynchpin of rapid long-run growth. Addressing this failure is one of the most urgent tasks confronting Latin America, and one which has received insufficient attention.

Accordingly, Latin Americaʹs extensive experience of free trade with the United States and familiarity with political and social controversy over free trade agreements provides a rich environment in which to examine propositions about the effects of free trade and free trade agreements (FTAs). This report contends that FTAs must be fully integrated into the development agenda of Latin American countries instead of acting as a substitute. Rather than re-negotiate, the United States should support full implementation of the existing agreements by strengthening capacity-building resources. The report also explains how emphasis on labor litigation has done little to create policies that improve worker conditions in Latin America, and claims that market-friendly inducements in FTAs can lead to stronger environmental protections in these agreements.

The primary reasons were a sharp decline in world oil and other export commodity prices, heavy government debt burdens, sharp increases in world interest rates which made servicing the heavy debt burden nearly impossible, and structural economic inefficiencies resulting from excessive government involvement in business and the economy. The economic adjustment endured by Latin American countries during the 1980's was so severe that this period of time is now referred to as The Lost Decade. Many Latin American economies are now, however, poised to resume substantial economic growth and development. This study will examine the economic transition experienced by four Latin American countries (Argentina, Brazil, Chile, and Mexico) during the 1980's. It will identify possible lessons learned which may be applicable to other developing countries and countries of the former Soviet bloc as they attempt to improve their economic well-being by shifting to market based economies.
