This day was welcomed by the U.S. public after years of sacrifice and struggle to build a new Iraq. Yet, the Iraq that U.S. troops have left at the insistence of its government remains a deeply troubled nation. Often Iraqi leaders view political issues in sharply sectarian terms, and national unity is elusive. The Iraqi political system was organized by both the United States and Iraq, although over time, U.S. influence diminished and Iraqi influence increased. In this monograph, Dr. W. Andrew Terrill examines the policies of de-Ba'athification as initiated by the U.S.- led Coalition Provision Authority (CPA) under Ambassador L. Paul Bremer and as practiced by various Iraqi political commissions and entities created under the CPA order. He also considers the ways in which the Iraqi de-Ba'athification program has evolved and remained an important but divisive institution over time. Dr. Terrill suggests that many U.S. officials in Iraq saw problems with de-Ba'athification, but they had difficulties softening or correcting the process once it had become firmly established in Iraqi hands. Other U.S. policymakers were slower in recognizing the politicized nature of de-Ba'athification and its devolution into a process in which both its Iraqi supporters and opponents viewed it as an instrument of Shi'ite revenge and political domination of Sunni Arabs. Dr. Terrill's monograph considers both the future of Iraq and the differences and similarities between events in Iraq and the Arab Spring states. He has examined both Ba'athism as a concept and the ways in which it was practiced in Saddam Hussein's Iraq. It begins with an overview of the political changes that have been under way since the invasion, with a focus on conflict and political violence, the debate over the nation-state and the dynamics of a political transition weighed down by the legacies of dictatorship and occupation. The report discusses Iraq's domestic politics, foreign policy and relations with regional and international powers, as well as the impact that the regime change has had on perceptions of democracy, Middle Eastern authoritarianism and the role of Western intervention in the region. Iraq has undergone a transition from a purely authoritarian system to one with an elected government. However, the levers of power used by the previous regime - organized violence, oil-funded state patronage and the use of communal differences for 'divide and rule' strategies - remain crucial factors in the country's politics. Iraq's primary foreign policy preoccupation has been re-establishing sovereignty, and negotiating an end to the US occupation and seeking to end the country's UN Chapter VII status. However, factional divisions and the perceived weakness of state institutions mean there are significant incentives for neighboring states to seek to influence the foreign and domestic policies of a country that has always had a major impact in the region. Iran is undoubtedly the most influential external player in domestic Iraqi affairs, though not the only one. For its part, Iraq wants to balance its relations with Tehran and its partnership with the United States while maximizing its autonomy from both. Navigating this complex combination of alliances places Iraqi decision-makers in an uncomfortable position, above all over Syria, which poses serious risks to Iraq's own future. Three main scenarios are laid out in the final section: Syria's conflict becomes the main driver of political trends in Iraq as Iraqi factions take increasingly polarized positions on Syria and pursue diametrically opposed policies in supporting the warring sides with money and fighters. Iraq becomes more resilient, resisting efforts by Al-Qaeda and others to exacerbate sectarian tensions, and hedging its bets on Syria. Iraqis remain fractious and disunited, avoiding state collapse but continuing to be heavily influenced by the agendas of competing regional powers. Although Iraq embarked on a political transition ten years ago, it is by no means exempt from the demographic, political and economic drivers that underlay the Arab uprisings. Over time it will become harder for the political elite to blame the legacy of dictatorship, sanctions and war for the country's problems. But it is as yet unclear to what extent future regional interactions, including Iraq's relations with the rest of the Middle East, will be defined by competitive ethno-sectarian identity politics or by the sense of common aspirations that was articulated in the early days of the Arab uprisings.

Lincoln in May 2003 and announced the victorious end to major combat operations in Iraq, he did so in front of a huge banner that proclaimed "Mission Accomplished." American forces had successfully removed the regime of Saddam Hussein with "rapid decisive operations"-and yet the United States was unprepared to effectively replace that regime. Gordon Rudd's excellent history reveals why in stark detail. Between the invasion of Iraq in March 2003 and the creation of the Coalition Provisional Authority (CPA) that May, the Allied forces struggled to plug the governance gap created by the removal of Saddam Hussein's regime. Plugging that gap became the job of the Office of Reconstruction and Humanitarian Assistance. Cobbled together with staff from diverse federal agencies and military branches, ORHA was led by Jay Garner, a key figure in assisting Kurdish refugees following Operation Desert Storm in 1991. Garner and ORHA were given mere weeks to stabilize a nation that had come completely apart at the seams. Iraq's infrastructure was in such a shambles-thanks to years of poor maintenance, international sanctions, and massive looting-that the mission was doomed to fail from the start. Rudd, field historian for ORHA and CPA, offers a critical look at this impossible effort. He shows that, while military planning for the invasion of Iraq had been conducted for over a decade, planning for regime replacement was haphazard at best. The result was an unnecessarily large loss of lives, treasure, time, and American prestige, despite the inspired efforts of Garner and his staff. Based on nearly 300 interviews and time on the ground in Iraq, Rudd's account also provides an unsettling look at the awkward transition from ORHA to CPA, revealing how Ambassador Paul Bremer managed to make things even worse. Garner here emerges as both heroic and tragic, a charismatic leader of great enthusiasm who took on a task of grand proportions but was poorly served by those who chose him for the mission. As Rudd makes clear, the key lesson of this experience is that regime removal solves nothing without effective regime replacement. That lesson, learned the hard way, serves as a cautionary tale for our engagement in future foreign conflicts.
