Available in PDF, EPUB and Kindle. Book excerpt: All the key findings of the public inquiry into the handling of the 2003 Iraq war by the British government led by Tony Blair. Chaired by Sir John Chilcot, the Iraq Inquiry (known as the 'Chilcot Report') tackled: Saddam Hussein's threat to Britainthe legal advice for the invasionintelligence about weapons of mass destruction andplanning for a post-conflict Iraq. This 60,000-word executive summary was published in July 2016. Philippe Sands QC wrote in the London Review of Books: 'It offers a long and painful account of an episode that may come to be seen as marking the moment when the UK fell off its global perch, trust in government collapsed and the country turned inward and began to disintegrate.' Published under an Open Government Licence, this book aims to make better known the findings of the Iraq Inquiry, which took seven years to complete at a cost of £10 million. The text, headings, footnotes and any emphasis are exactly those of the original document. Contents Introduction Pre-conflict strategy and planning The UK decision to support US military action Why Iraq? Why now? The UK's relationship with the US Decision-making Advice on the legal basis for military action Weapons of mass destruction Planning for a post-Saddam Hussein Iraq The post-conflict period Occupation Transition Planning for withdrawal Did the UK achieve its objectives in Iraq? Key findings Lessons Timeline of events REVIEWS The Iraq Inquiry, chaired by Sir John Chilcot and composed of five privy councillors, finally published its report on the morning of 6 July, seven years and 21 days after it was established by Gordon Brown with a remit to look at the run-up to the conflict, the conflict itself and the reconstruction, so that we can learn lessons. It offers a long and painful account of an episode that may come to be seen as marking the moment when the UK fell off its global perch, trust in government collapsed and the country turned inward and began to disintegrate. — Philippe Sands, London Review of Books A more productive way to think of the Chilcot report is as a tool to help us set agendas for renewed best efforts in creating more effective and accountable statecraft. Chilcot has confirmed that... we still do not have intelligent long-range planning by the armed forces in close and active cooperation with other government agencies, nor an adequate and integrated system for the collection and evaluation of intelligence information, nor do we have the highest possible quality and stature of personnel to lead us through these challenging times. — Derek B. Miller, The Guardian Although sceptics wondered how much more the very-long-awaited Report of the Iraq Inquiry by a committee chaired by Sir John Chilcot could tell us when it appeared at last in July, it proves to contain a wealth of evidence and acute criticism, the more weighty for its sober tone and for having the imprimatur of the official government publisher. In all, it is a further and devastating indictment not only of Tony Blair personally but of a whole apparatus of state and government, Cabinet, Parliament, armed forces, and, far from least, intelligence agencies. Among its conclusions the report says that there was no imminent threat from Saddam Hussein; that the British chose to join the invasion of Iraq before the peaceful options for disarmament had been exhausted; that military action was not a last resort... — Geoffrey Wheatcroft, The New York Review of Books Ideal for any student of politics, diplomacy, or conflict.

Book excerpt: "In April of 2003, a stunned world looked on as the armed forces of the United States and Britain conducted a lightning-fast military campaign against Iraq. Confounding predictions of failure, the Anglo-American victory brought down not just the Iraqi regime, but also much of the conventional wisdom about modern war. But even as U.S. and British forces occupied Basra, Tikrit, and Mosul, the Iraqi nation slipped into anarchy - and new military and security challenges emerged." "In this book, respected military analyst Anthony Cordesman provides the first in-depth examination of the key issues swirling around the most significant U.S. war since Vietnam. Finding answers is essential if we are to understand the United States' awesome power and its place in a new age of international terror and regional conflict. Finding answers is also essential if we are to draw the proper lessons and understand the new challenges of conflict termination, peacemaking, and nation building."--BOOK JACKET.

Book excerpt: Finalist for the Pulitzer Prize • One of the Washington Post Book World's 10 Best Books of the Year • Time's 10 Best Books of the Year • USA Today's Nonfiction Book of the Year • A New York Times Notable Book "Staggeringly vivid and persuasive . . . absolutely essential reading." —Michiko Kakutani, The New York Times "The best account yet of the entire war." —Vanity Fair The definitive account of the American military's tragic experience in Iraq Fiasco is a masterful reckoning with the planning and execution of the American military invasion and occupation of Iraq through mid-2006, now with a postscript on recent developments. Ricks draws on the exclusive cooperation of an extraordinary number of American personnel, including more than one hundred senior officers, and access to more than 30,000 pages of official documents, many of them never before made public. Tragically, it is an undeniable account—explosive, shocking, and authoritative—of unsurpassed tactical success combined with unsurpassed strategic failure that indicts some of America's most powerful and honored civilian and military leaders.

Available in PDF, EPUB and Kindle. Book excerpt: The British military confronted significant challenges during the invasion of Iraq and Afghanistan. Adhering to the principles and doctrines of previous campaigns, they failed to prevent Basra and Helmand from descending into lawlessness, criminality, and violence. By juxtaposing the deterioration of these cities against Britain’s celebrated legacy of counterinsurgency, this investigation identifies both the contributions and limitations of traditional tactics in such settings, exposing the gap between the ambitions and resources, intent and commitment, that proved so disastrous to the operation. In its detailed account of the Basra and Helmand campaigns, this volume conducts an unprecedented assessment of British military institutional adaptation in response to operations gone awry. It calls attention to the effectiveness of insurgent tactics and the danger of ungoverned spaces shielding hostile groups and underscores the need for the British military to acquire new skills for meeting irregular threats in future wars.

In the process of uncovering how some of the nation's most prominent think tanks have established themselves as key players in the political arena, he challenges traditional approaches to assessing policy influence and suggests alternative models.

Available in PDF, EPUB and Kindle. Book excerpt: The invasion and occupation of Iraq rank among the most controversial and complex issues in international law in recent history. This volume of documents covers the occupation of Iraq from the planning stages of the invasion of Iraq in early 2002 to the transfer of governing authority to the Iraqi Interim Government on 28 June 2004. The book presents 595 selected documents including the first complete set of all Regulations, Orders, Memoranda and Public Notices issued by the US-led occupation administration of Iraq, the Coalition Provisional Authority (CPA), several of which were never published on the CPA`s website or promulgated in Alwaqai Aliraqiya, the Official Gazette of Iraq. Some of these legal acts have shaped the economic and political system of present day Iraq and will be part of the country`s legal order for years to come. The book also includes some 120 other CPA and CPA-related documents selected from more than 5000 unclassified CPA documents and received under freedom of information requests lodged in the United States, the United Kingdom, Australia and Switzerland. These documents include instructions and proclamations to the Iraqi people in the early stages of the occupation, organizational charts, internal legal opinions, diplomatic notes, international agreements concluded by the CPA with other States, and numerous internal memoranda for the head of the CPA, Ambassador Paul L Bremer, on legal, diplomatic and political issues. The book also presents for the first time all 235 resolutions passed by the Iraqi Governing Council (IGC) between July 2003 and June 2004. The resolutions as well as many of the 25 other important IGC documents (including various political statements, press releases and decrees of the Council`s Higher National De-Ba`athification Commission) have been translated from Arabic and are presented here for the first time in English. These documents are complemented by the relevant United Nations documents on the occupation of Iraq as well as some 50 policy documents of the United States, the United Kingdom and the Iraqi opposition movement as well as all relevant fatwas (religious rulings) of Grand Ayatollah Ali al-Sistani which shaped the internal Iraqi political process during the occupation. This collection archives these important documents for future use and makes them easily accessible to researchers and professionals. Considering that the main source of information for the occupying powers in Iraq were the precedents set during the First and Second World Wars, the occupation of Iraq will serve as a modern precedent for future administrations of occupied territory. The documents are made easily accessible by a comprehensive table of documents, a list of abbreviations, more than 1100 explanatory notes and cross-references and a substantive subject index. This volume is the second on The Occupation of Iraq. It is complemented by a monograph by the same author which, on the basis of the documents collection, presents a comprehensive analysis of The Governance of Occupied Territory in Contemporary International Law.

Book excerpt: Becoming Enemies brings the unique methods of critical oral history, developed to study flashpoints from the Cold War such as the Cuban Missile Crisis, to understand U.S. and Iranian relations from the fall of the Shah in 1978 through the Iranian hostage crisis and the Iran-Iraq war. Scholars and former officials involved with U.S. and UN policy take a fresh look at U.S and Iranian relations during this time, with special emphasis on the U.S. role in the Iran-Iraq War. With its remarkable declassified documentation and oral testimony that bear directly on questions of U.S. policymaking with regard to the Iran-Iraq War, Becoming Enemies reveals much that was previously unknown about U.S. policy before, during, and after the war. They go beyond mere reportage to offer lessons regarding fundamental foreign policy challenges to the U.S. that transcend time and place.
