In one form or another, they have affected the lives of millions of people throughout the world. As references to 16th century Dutch tulips, 18th South Seas merchant ventures, or 1920s Florida real estate make clear, they have been around for a long time. At their worst, such as in the cases of the Great Depression or the current Great Recession, their effects have been felt worldwide, with the number of people affected counted into the billions. They have at times changed the course of history. This book analyses ten of the most important financial crises of the last thirty years. The specific crises covered in the book are the 1982 Chilean crisis, the 1992 ERM crisis, the 1994 Mexican crisis, the 1997 Asian crisis, the 1998 Russian crisis, the 1999 Brazilian crisis, the 1999 Ecuadorian crisis, the 2000 Turkish crisis, the 2002 Argentine crisis, and the 2008 crisis in Iceland. The set includes the most important emerging-market crises of the last three decades as well as two particularly informative advanced-country crises, the ERM crisis of 1992 and the Icelandic crisis of 2008. A separate chapter is devoted to each crisis, and a brief concluding chapter sums up some of the key lessons that I believe that we can draw from these events.

Estimation results indicate that investors appear to have seriously underestimated the risk of devaluation, despite early warning signals. The collapse of confidence that followed the December 20 devaluation may have been the result of a shift in the perceived commitment of the authorities to exchange rate stability.

Though little studied, the middle class now accounts for one in five Mexican households. This path-breaking book explores the changing fortunes and political transformation of the middle class, especially during the last two decades, as Mexico has adopted new, market-oriented economic policies and has abandoned one-party rule. Blending the personal narratives of middle-class Mexicans with analyses of national surveys of households and voters, Dennis Gilbert traces the development of the middle class since the 1940s. He describes how middle-class Mexicans were affected by the economic upheavals of the 1980s and 1990s and examines their shifting relations with the ruling Partido Revolucionario Institucional (PRI). Long faithful to the PRI, the middle class gradually grew disenchanted. Gilbert examines middle-class reactions to the 1968 Tlatelolco massacre, the 1982 debt crisis, the government’s feeble response to the 1985 Mexico City earthquake, and its brazen manipulation of the vote count in the 1988 presidential election. Drawing on detailed interviews with Mexican families, he describes the effects of the 1994–95 peso crisis on middle-class households and their economic and political responses to it. His analysis of exit poll data from the 2000 elections shows that the lopsided middle-class vote in favor of opposition candidate Vicente Fox played a critical role in the election that drove the PRI from power after seven decades. The book closes with an epilogue on the middle class and the July 2006 presidential elections.

Book excerpt: Standard models of policy credibility, defined as the expectation that an announced policy will be carried out, emphasize the preferences of the policymaker, and the role of tough policies in signalling toughness and raising credibility. Whether a policy is carried out, however, will also reflect the state of the economy. We present a model in which a policymaker maintains a fixed parity in good times, but devalues if the unemployment rate gets too high. Our main conclusion is that if there is persistence in unemployment, observing a tough policy in a given period may lower rather than raise the credibility of a no-devaluation pledge in subsequent periods. We test this implication on data for the interest rate differential between France and Germany and find support for our hypothesis.
