Book excerpt: Pritchard's chief concern is to explain why Bourbon France, the richest and most poewerful state in Europe in the middle of the eighteenth century, failed to exercise its power at sea. Through a close examination of naval organization -- the secretaries of state for the navy, central bureaus, officers of the sword and pen, seamen, arsenals, workers, probems of shipbuilding, ordnance production and material acquisition, and finances -- he shows the navy as both an institution embedded in society and an instrument of government. The tensions arising from the contradiction between an institution composed of individuals who sought to advance their own and group interests and an instrument that existed to fulfil government ends were aggravated by an administation of men rather than norms. Pritchard traces many of the shortcomings of naval administratrion to the intensely personal bonds and idiosyncratic behaviour of the individuals who ran it. Many of Pritchards's conclusions run counter to the generallly accepted accounts of problems in the French navy during this period and to the usual view of Choiseul as the saviour of French maritime power. The first complete study of this period of French naval administration, Pritchard's work parallels Baugh's on the British navy.

Book excerpt: Through its focus on the relationship between foreign and domestic politics, this book provides a new perspective on the often fractious and tangled events of George I’s reign (1714-27). This was a period of transition for Britain, as royal authority gave way to cabinet government, and as the country began to exercise increased influence upon the world stage. It was a reign that witnessed the trauma of the 1715 Jacobite Rebellion, saw Britain fighting Spain as part of the Quadruple Alliance, and in which Britain confronted the rise of Russia under Peter the Great. There has been relatively little new detailed work on this subject since Hatton’s biography of George I appeared in 1978, and that book, while impressive, devoted relatively little attention to the domestic political dimension of foreign policy. In contrast, Black links diplomacy to domestic politics to show that foreign policy was a key aspect of government as well as the leading battleground both for domestic politics and for ministerial rivalries. As a result he demonstrates how party identities in foreign policy were not marginal, to either policy or party, but, instead, central to both. The research is based upon a wealth of both British and foreign archive material, including State Papers Domestic, Scotland, Ireland and Regencies, as well as Foreign. Extensive use is also made of parliamentary and ministerial papers, as well as the private papers of numerous diplomats. Foreign archives consulted include papers from Hanover, Osnabrück, Darmstadt, Marburg, Munich, Paris, The Hague, Vienna and Turin. By drawing upon such a wide ranging array of sources, this book offers a rich and nuanced view of politics and foreign policy under George I.

During the first three decades of his rule, his armies conquered numerous territories along France's borders. After 1688, however, the tide of conquest turned as the kingdom was plunged into crisis. For the remainder of his reign, the king and his people endured wars against grand alliances of European powers, ecological disasters, economic depression, state bankruptcy, and demographic stagnation. Expansion and Crisis in Louis XIV's France examines these central yet understudied aspects of the age of the Sun King through the experience of Franche-Comté, a possession of the Spanish empire with a long history of autonomy, conquered by Louis XIV in 1674. Dee's detailed research reconstructs the ensuing dialogue -- sometimes harmonious, sometimes discordant -- between the king and the elites who ruled this province. The integration of Franche-Comté into France proved to be a protracted process involving confrontation, negotiation, and compromise. The resulting regime was then severely tested by the challenges of Louis XIV's late reign; its survival demonstrated how the king had brought a distinctly early modern state to the height of its development. This study offers significant new insights on the growth of the territorial state in early modern Europe, the nature of the French absolute monarchy, and the political legacy of the Sun King.
