The principle result of the book is a three-pronged Anti-Bribery Corruption Model (so called ABC Model), endorsed by the United Nations, intended as a corruption prevention tool intended to be adopted by private corporations. This work provides a common, research-based standard for anti-bribery compliance programs, with international applications. Cornelia Woll counters these assumptions, arguing that firms do not always know what they want. To be sure, firms lobby hard to attain a desired policy once they have defined their goals. Yet material factors are insufficient to account for these preferences. The ways in which firms are embedded in political settings are much more decisive. Woll demonstrates her case by analyzing the surprising evolution of support from large firms for liberalization in telecommunications and international air transport in the United States and Europe. Within less than a decade, former monopolies with important home markets abandoned their earlier calls for subsidies and protectionism and joined competitive multinationals in the demand for global markets. By comparing the complex evolution of firm preferences across sectors and countries, Woll shows that firms may influence policy outcomes, but policies and politics in turn influence business demands. This is particularly true in the European Union, where the constraints of multilevel decision-making encourage firms to pay lip service to liberalization if they want to maintain good working relations with supranational officials. In the United States, firms adjust their sectoral demands to fit the government's agenda. Cet ouvrage, qui rassemble les actes d'un colloque organisé en juin 1993 à l'Université de la Sorbonne Nouvelle par le Centre d'études et de recherches sur la vie économique des pays anglo-saxons (CERVEPAS), ne prétend pas épuiser le sujet. Il enrichit toutefois notre réflexion en proposant une étude comparée des évolutions qui se sont produites en Grande-Bretagne et aux États-Unis, sur lesquelles universitaires français et acteurs ou observateurs privilégiés venus d'outre-Manche ou d'outre-Atlantique portent des regards croisés. Situant la déréglementation dans la perspective de l'histoire des faits et de la pensée économiques, il analyse aussi les mesures mises en œuvre dans des secteurs comme la défense et l'audiovisuel, ou encore dans le domaine bancaire et financier. Se trouve ainsi mise en lumière la très grande variété des mécanismes en jeu. dont ne saurait rendre compte un chapelet d'analyses monocausales. À l'épaisseur des faits se devait en effet de répondre la diversité des angles d'approche. Le bilan dressé ici permettra sans doute à tous ceux qui s'intéressent aux économies anglo-saxonnes de mieux cerner les perspective qui s’ouvrent à elles pour l’avenir.
