Book excerpt: The failure of the May 1980 Quebec referendum on sovereignty and the ratification in 1982 of a Canadian constitution, over Quebec's vehement objection but with the acquiescence of all other provinces, would appear to indicate that the likelihood of Quebec's independence has been sharply reduced, if not eliminated. Not so, is the considered judgment

Book excerpt: Prepared by the Committee on Canadian Labour History, publishers of the influential journal Labour/Le Travailleur, this volume is an excellent resource for students of the history of workers in Canada. The compilers described this book as a working bibliography, that is a compilation of scholarship to date in an incredibly active and burgeoning field of study. It includes hundreds of entries for materials printed between 1950 to 1975, arranged alphabetically and fully indexed. The text is illustrated with revealing photographs. First published in 1980, The Labour Companion remains a valuable reference for students of labour's role in Canadian history.

Available in PDF, EPUB and Kindle. Book excerpt: La Charte. The Charter: Bill 101 and English-Speaking Quebec The Charter of the French Language, also called Bill 101, profoundly changed Quebec. The 1977 law made state institutions, certain workplaces, and commercial signs predominantly French. Since the law's adoption, the English-speaking minority has experienced population loss, economic decline, and school closures, but also a growing organizational vitality and increased participation in Francophone Quebec. This book features chapters in English or French by researchers and engaged citizens. They explore the Charter in relation to English-speaking Quebec and within a broad historical, political, legal, and socio-economic context. A complex view of the Quebec law and its communities emerges.

Available in PDF, EPUB and Kindle. Book excerpt: In the last seventy years, Quebec has changed from a society dominated by the social edicts of the Catholic Church and the economic interests of anglophone business leaders to a more secular culture that frequently elects separatist political parties and has developed the most comprehensive welfare state in North America. In Contemporary Quebec, leading scholars raise provocative questions about the ways in which Quebec has been transformed since the Second World War and offer competing interpretations of the reasons for the province's quiet and radical revolutions.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the theme of collective bargaining in different legal systems and explores legal framework of collective bargaining as well as the role of different bargaining models in domestic labour law systems in altogether twenty-one jurisdictions throughout the world. Recent development of collective bargaining regimes can be viewed as part of a larger development of labour law models that face increasing challenges caused by globalization and transition of work and workplaces. The book places particular emphasis on identifying and examining most important development trends affecting domestic labour law regimes and collective bargaining and regulatory responses thereto. The analysis offered extents to transnational dimension of collective bargaining. As the chapters analyse the influence of the legal frameworks of collective bargaining in different countries they provide unique comparative insight into the topic which is central to understanding the function of labour law.

Available in PDF, EPUB and Kindle. Book excerpt: The Multilevel Politics of Trade presents a timely comparative analysis of eight federations (plus the European Union) to explore why some sub-federal actors have become more active in trade politics in recent years. As the contributing authors find, there is considerable variation in the intensity and modes of sub-federal participation. This they attribute to three key factors: the distinctive institutional features of federal systems; the nature and scope of trade policy and trade agreements; and the extent of social mobilization that accompanies a particular trade policy conversation. As a whole, The Multilevel Politics of Trade argues that sub-federal actors' interests (jurisdictional, political, and economic) are what motivate them to participate in trade debates. However, institutional configurations, coupled with the influence of civil society actors, political parties, and others determine the nature and scope of that participation. Informed by a deep knowledge of federal dynamics, this volume provides extensive comparative analyses of all seven of the North American and European federations and represents a significant intervention into the study of both federalism and political economy.

Available in PDF, EPUB and Kindle. Book excerpt: Social policy shapes the daily lives of every Canadian citizen and should reflect the beliefs of a majority of Canadians on just approaches to the promotion of health, safety, and well-being. Too often, those on the front lines—social workers, nurses, and teachers—observe that policies do not work well for the most vulnerable groups in society. In the first part of this new edition of Canadian Social Policy, Westhues and Wharf argue that service deliverers have discretion in how policies are implemented, and the exercise of this discretion is how citizens experience policy—whether or not it is fair and reasonable. They show the reader how social policy is made and they encourage active citizenship to produce policies that are more socially just. New material includes an examination of the reproduction of systemic racism through the implementation of human rights policy and a comparative analysis of the policy-making process in Quebec and English Canada. The second part of the book discusses policy issues currently under debate in Canada. Included are new chapters that explore parental leave policies and housing as a determinant of health. All chapters contain newly updated statistical data and research and policy analysis. A reworked section on the process of policy-making and the addition of questions for critical reflection enhance the suitability of the book as a core resource in social policy courses. The final chapter explores how front-line workers in the human services can advocate for change in organizational policies that will benefit the people supported.

Available in PDF, EPUB and Kindle. Book excerpt: Unfree labor has not disappeared from advanced capitalist economies. In this sense the debates among and between Marxist and orthodox economic historians about the incompatibility of capitalism and unfree labor are moot: the International Labour Organisation has identified forced, coerced, and unfree labor as a contemporary issue of global concern. Previously hidden forms of unfree labor have emerged in parallel with several other well-documented trends affecting labor conditions, rights, and modes of regulation. These evolving types of unfree labor include the increasing normalization of contingent work (and, by extension, the undermining of the standard contract of employment), and an increase in labor intermediation. The normative, political, and numerical rise of temporary employment agencies in many countries in the last three decades is indicative of these trends. It is in the context of this rapidly changing landscape that this book consolidates and expands on research designed to understand new institutions for work in the global era. This edited collection provides a theoretical and empirical exploration of the links between unfree labor, intermediation, and modes of regulation, with particular focus on the evolving institutional forms and political-economic contexts that have been implicated in, and shaped by, the ascendency of temp agencies. What is distinctive about this collection is this bi-focal lens: it makes a substantial theoretical contribution by linking disparate literatures on, and debates about, the co-evolution of contingent work and unfree labor, new forms of labor intermediation, and different regulatory approaches; but it further lays the foundation for this theory in a series of empirically rich and geographically diverse case studies. This integrative approach is grounded in a cross-national comparative framework, using this approach as the basis for assessing how, and to what extent, temporary agency work can be considered unfree wage labor
