Book excerpt: This book breaks new ground by bringing together recent research into the determinants of marginalization risks for the unemployed and research into new social policies for combating marginalization. It examines the major controversies about how far entrapment in unemployment is due to resource constraints, motivational problems, or skill deficiency. It examines the forms that new policies have taken, the way they vary between EU countries, and the effects they have had on the life experiences of the unemployed. Its central concern is how far the new policies developed in the 1990s, in particular the spread of activation and welfare-to-work policies, address the major sources of vulnerability of the unemployed. The chapters draw on the results of a number of major comparative research programmes funded by the European Commission. These provide for the first time rigorous comparative data across a range of different countries. They bring together the insights of researchers from different disciplines: economists, jurists, social-psychologists, and social policy analysts. The book shows that while the new policy initiatives helped to mitigate the severity of the experience of unemployment, they were far from providing an adequate response to the underlying factors that put people at risk of marginalization. These were primarily due to skill deficiencies that were rooted in disadvantages that people experienced when they were young and in the persisting inequalities in training opportunities during people's work careers. The case is made for a major new policy initiative to improve the quality of working life of the low-skilled and their opportunities for skill development.

The First World War and the revolutionary wave it provoked in Russia and elsewhere were powerful inspirations for the founding of the ILO. Since then, the ILO has seen successes and set-backs; it has been ridiculed and praised. Much has been written about the ILO; there are semi-official histories and some critical studies on the organization's history have recently been published. Yet, further source-based critical and comprehensive analyses of the organization's origins and development are still lacking. The present collection of eighteen essays is an attempt to change this unsatisfactory situation by complementing those histories that already exist, exploring new topics, and offering new perspectives. Since before the financial crisis, the global economy has tested the limits of a regulatory regime which was conceived in 1919. The organisation's founders only entrusted it with balancing social progress with the constraints of an interconnected open economy, but gambled almost entirely on tools of persuasion to ensure that this would happen. Whether that gamble is still capable of paying-off is the subject of this book, by a former ILO insider with an unrivalled knowledge of its work. The book forms part of a broader inquiry into the relevance of founding institutional principles to today's context, and strives to show that the bet made on persuasion may yet pay off. In part, the text argues that there may be little alternative anyway, showing that the pathways to more binding solutions are fraught with difficulty. Moussaoui deplores the route taken by his brother. He is not in any way an apologist for terrorism. Even so, he shows convincingly that normal young men can end up terrorists, and suggests how and why this happens. Moussaoui shows with gripping clarity how Wahhabism distorts true Islamic faith and the threat it poses to Islam. And his book strongly suggests that the best defense against terrorist groups like the Wahhabi sect in the future is anything people can do to end racism.
