It was during this period that for the first time, co-operation between phoneticians and teachers culminated in the publication of works that were instrumental in establishing the 'applied linguistic' approach to language teaching in the twentieth century. For the first time, too, the new science of psychology influenced a scientific theory of second language acquisition. The Reform Movement attracted support across Europe, spurring the development of new professional associations and journals. In turn, the publication in these journals of reports of innovative practice contributed to a greater sense of autonomy and professionalism among modern language teachers, who had hitherto tended to live under the shadow of classical language teaching. The practical innovations and theoretical suggestions for the foreign language teaching, although rooted in the nineteenth century, still have relevance today.

Book excerpt: At the present day, when there is renewed interest in the concept of human rights and in the application of this concept to the problems of government,! it may be instructive to review an eighteenth-century dispute which was concerned precisely with these themes. Nor should the investigation be any less interesting because the disputants were Edmund Burke and Thomas Paine: both these men have also been the object of renewed attention and study in recent years. Critical work on the biography and bibliography of Paine is being done by Professor Aldridge and Col. Richard Gimbel respectively;2 while Burke is being well looked after, not only by the able team of experts who, under the leadership of Professor Copeland, are engaged in producing the critical edition of his Correspondence, but also by such individual scholars as D. C. Bryant, C. B. Cone, T. H. D. Mahoney, 3 P. J. Stanlis, C. Parkin, F. Canavan, and A. Cobban. But though Burke and Paine are being studied separately, little work appears to have been done on the relationship between them, apart from an 4 essay by Professor Copeland published more than twelve years ago. The Politics of Acknowledgement develops a theoretical framework of acknowledgement with which to evaluate truth commissions. Rather than applying this framework to successful tribunals, Joanna Quinn uses it to analyze the difficulties encountered and the ultimate failure of two poorly understood truth commissions in Uganda and Haiti. The failure of these commissions reveals that if reconciliation is to be achieved, acknowledgement of past violence and harm – by both victims and perpetrators – must come before goals such as forgiveness, social trust, civic engagement, and social cohesion.

One of these, certainly not the least important to historians, was the holding of an inter national congress in Utrecht and Zeist on 8, 9 and 10 May 1979, organized by the Dutch Historical Association. This Association had decided to select a theme which fitted well in the framework of the Union celebrations: federalism, history and current significance of a form of government. For the Union of Utrecht con stituted the legal foundation, even the constitution, it is claimed, of the Republic of the United Netherlands, and that commonwealth can undoubtedly be regard ed as a very interesting example of a federal form of government. As is evident from the formulation of the congress theme the intention of the or ganizers was that attention should be given not only to federal and regional struc tures and tendencies in the past but also in the contemporary world. Historical phenomena needed (necessarily) to be viewed in present-day perspective, current problems ought if possible to be seen in historical perspective. There is no doubt that the prevailing view today, at least in the Western World, is to a great extent characterized by a growing dislike of the modern Leviathan, the highly centraliz ed, bureaucratic welfare State.
