It has been found to increase the likelihood of poverty and to reinforce inequalities. This book explores, for the first time, the links between welfare state provision and teenage reproductive behaviour across a range of countries with differing welfare regimes. Drawing on both welfare state and feminist literature, as well as on new empirical evidence, the book compares public policy responses to teenage parenthood in each 'family' of welfare regime: Nordic, Liberal and Continental (Western European); analyses the different socio-political contexts in which teenage pregnancy is constructed as a social problem and identifies best practice in Europe and the USA. White examines the expansion of early childhood education and care (ECEC) policies and programs in liberal welfare states, including Australia, Canada, New Zealand, the UK, and the USA. In the first part of the book, the author investigates the sources of policy ideas that triggered ECEC changes in various national contexts. This is followed by a close analysis of cross-national variation in the implementation of ECEC policy in Canada and the USA. White argues that the primary mechanisms for policy change are grounded in policy investment logics as well as cultural logics: that is, shifts in public sentiments and government beliefs about the value of ECEC policies and programs are rooted in both evidence-based arguments and in principled beliefs about the policy. A rich, nuanced examination of the reasons motivating ECEC policy expansion and adoption in different countries, Constructing Policy Change is a corrective to the comparative welfare state literature that focuses on political interest alone.

In Canada many public projects, programs, and services perform well, and many are very successful. However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022). This present volume provides an opportunity to analyze what is similar and distinctive about introducing and implementing successful public policy in one of the world's most politically decentralized and regionally diverse federation and oldest democratic polities.

Book excerpt: Established in 1940 in response to the Great Depression, the original goal of Canada’s system of unemployment insurance was to ensure the protection of income to the unemployed. Joblessness was viewed as a social problem and the jobless as its unfortunate victims. If governments could not create the right conditions for full employment, they were obligated to compensate people who could not find work. While unemployment insurance expanded over several decades to the benefit of the rights of the unemployed, the mid-1970s saw the first stirrings of a counterattack as the federal government’s Keynesian strategy came under siege. Neo-liberalists denounced unemployment insurance and other aspects of the welfare state as inflationary and unproductive. Employment was increasingly thought to be a personal responsibility and the handling of the unemployed was to reflect a free-market approach. This regressive movement culminated in the 1990s counter-reforms, heralding a major policy shift. The number of unemployed with access to benefits was halved during that time. From UI to EI examines the history of Canada’s unemployment insurance system and the rights it grants to the unemployed. The development of the system, its legislation, and related jurisprudence are viewed through a historical perspective that accounts for the social, political, and economic context. Campeau critically examines the system with emphasis upon its more recent transformations. This book will interest professors and students of law, political science, and social work, and anyone concerned about the right of the unemployed to adequate protection.
