Book excerpt: Alors que les territoires fonctionnels de nos activités quotidiennes ne cessent de s’élargir, l’échelle d’intervention des pouvoirs publics reste encore souvent engoncée dans les territoires institutionnels. En dépit de multiples tentatives d’instaurer, sous le label « gouvernance », des mécanismes visant à dépasser les clivages entre territoires concurrents – mais aussi entre niveaux institutionnels différents, entre logiques sectorielles contradictoires ou encore entre intérêts publics et privés – la montée en puissance et l’extension spatiale des enjeux territoriaux ne cessent de mettre les pouvoirs publics sous pression: plus que jamais, la gouvernance territoriale en place est sur la sellette. Inversement, les dispositifs et processus de gouvernance existants contribuent parfois à exacerber les enjeux territoriaux. Leur interdépendance avec les défis de gouvernance peut alors se concrétiser par un cercle vicieux, ou vertueux, selon les cas. Dès lors, la question est de savoir sous quelles conditions et de quelle manière la gouvernance territoriale est en mesure de compléter judicieusement l’efficacité de l’action publique, et plus largement de renforcer la capacité d’action collective, de sorte à mieux maîtriser le développement territorial. Après un examen des fondements théoriques et conceptuels de la notion de « gouvernance », ainsi qu’une analyse des interactions entre enjeux territoriaux et défis de gouvernance, cet ouvrage présente diverses opérations de gouvernance actuelles, dont il met en évidence les apports et les limites. Il propose également des pistes concrètes ainsi que des outils méthodologiques, conçus pour promouvoir l’émergence de nouveaux modes de gouvernance judicieusement articulés, en vue de favoriser un développement territorial qui corresponde aux ambitions des autorités compétentes.
