L'européanisation légitime et renforce les mesures préventives et dissuasives existantes à l'encontre des migrants clandestins. Ce phénomène transforme le paradigme migratoire dans les États membres ainsi que les pays candidats à l'adhésion qui se trouvent désormais chargés de la sécurisation des frontières extérieures de l'Union. Une analyse comparative de l'européanisation du renvoi forcé en France, au Royaume-Uni et en Turquie montre que la politique européenne engendre des atteintes aux droits et libertés des étrangers et limite leur capacité de contester les violations devant les tribunaux. L'accent est mis sur la nécessité de trouver un équilibre entre la préoccupation légitime des États et de l'Union d'assurer la sécurité et le bien-être de leurs citoyens et la protection des droits des migrants irréguliers. Ten years ago, the member states transferred competences to the EU for law and policy-making in the fields of immigration, asylum and border controls, and began the transfer process for criminal justice and policing. This decade of European cooperation on AFSJ policies has experienced very dynamic convergence, the enactment of a large body of European law and the setting-up of numerous EU agencies working in these domains. Such dynamism in policy-making has not been without challenges and vulnerabilities, however. As this collective volume shows, the main dilemmas that lie ahead relate to an effective (while more plural) institutional framework under the Treaty of Lisbon, stronger judicial scrutiny through a greater role for national courts and the Court of Justice in Luxembourg, better mechanisms for evaluating and monitoring the implementation of EU AFSJ law and a more solid fundamental rights strategy. The contributions in this volume address the progress achieved so far in these policy areas, identify the challenges for future European cooperation in the AFSJ and put forward possible paths for making more progress in the next generation of the EU's AFSJ. Book excerpt: The West African Economic and Monetary Union (WAEMU) seeks at changing the weak intra-regional trade and the strong disparities between countries. How to achieve such an objective, given the heterogeneous profiles of the member countries such as Cote d'Ivoire (Regional pole) and Burkina Faso (one of the poorest)? This is an important issue at stake. Intra-African migration flows is one of the best arguments for regional integration in the face of negligible goods and investment flows. The presence of migrants makes Burkina Faso a share-holder in Cote d'Ivoire's economic success. Based on the economic theories of migration, the publication presents a very comprehensive and detailed empirical analysis of changes in factors mobility inside WAEMU, with particular emphasis on the two representative countries. Migrations concern rural populations and to deal with the microeconomic issues, the study used survey data collected in the Burkinabe Sahel. Secondary data on skills migration and brain drain are constructed to study the macroeconomic convergence.
