(exemples : Russie, Brésil, Pologne et Hongrie, Afrique du Sud, Turquie...). Et enfin, les ennemis déclarés de la démocratie, qui lui opposent d’autres légitimités, théocratique, révolutionnaire, etc. (exemples traités Chine, Arabie saoudite, Iran...). Une place est aussi donnée à Internet et aux réseaux sociaux, dont les excès peuvent fausser la démocratie, notamment en permettant une surveillance invisible des populations, en développant une propagande incontrôlée, en exerçant une emprise insensible mais efficace sur les opinions publiques.
