Book excerpt: Les théories de la croissance endogène ont démonté l'importance du capital humain dans la croissance économique. Cependant l'expansion du VIH/SIDA dans les pays en développement remet en cause les progrès réalisés en matière de développement humain. La thèse analyse dans un premier temps la contribution du facteur humain à la croissance à travers l'étude des rendements directs et indirects des investissements en capital humain. Puis, afin de comprendre le processus de formation du capital humain dans les pays en développement, elle étudie les conditions de production des services d'éducation et de santé. A partir de ces deux analyses, différentes techniques d'estimation du stock de capital humain sont ensuite proposées afin de pouvoir estimer l'impact du VIH/SIDA sur le capital humain et la croissance économique dans le cas des pays fortement touchés par l'épidémie. L'analyse est, enfin, appliquée au cas du Cameroun.

Quels sont les facteurs sociaux et physiques qui permettent au virus de se propager si rapidement ? Quel sera l'impact sur la main d'oeuvre et la production industrielle d'un pays ? Quelles conséquences l'épidémie entraînera-t-elle pour l'agriculture et la capacité de nourrir la population d'un pays ? Quel est le coût potentiel de la pandémie ? Quel est le coût de la prévention ?

Book excerpt: The paper addresses the impact of HIV/AIDS on per capita output and income, with particular emphasis on the role of labor mobility between the formal and informal sectors, and the impact of the epidemic on investment decisions. The study finds that HIV/AIDS affects both the supply of labor and the demand for labor in the formal sector. Only if there is a significant rise in the capital-labor ratio, will there be an increase in formal sector employment. However, this is associated with a decline in the rate of return to capital. To the extent that companies respond to this by reducing investment, conventional models underestimate the adverse impact on employment, per capita output, and income. The analysis of the impact of HIV/AIDS on output is complemented by an assessment of the impact on income.
