But the remembrance of the fall of the Berlin Wall coincided with another event of global importance that caught much less attention: the 250th anniversary of Napoleon Bonaparte’s birth. There is an undeniable historical and philosophical dimension to this coincidence. Napoleon’s appearance on the scene of world history seems to embody European universalism (soon thereafter in the form of a ‘modern’ imperial project); whilst scholars such as Francis Fukuyama saw in the events of 1989 its historical fulfilment. Today, we see more clearly that the fall of the Berlin Wall stands for an epistemic earthquake, which generated a world that can no longer be grasped through universal concepts. Here, we deal with the idea of Europe and of its relation to the world itself. Picking up on this contingency of world history with an ironic wink, the volume analyses in retrospect the epoch of European universalism. It focusses on its dialectics, polemically addressing and remembering both 1769 and 1989. L’année 2019 a été marquée par le 30e anniversaire de la réunification de l’Allemagne, éclipsant un autre événement d’envergure mondiale : le 250e anniversaire de Napoléon Bonaparte. La dimension philosophico-historique de cette coïncidence ne peut pourtant pas être négligée : si l’arrivée de Bonaparte sur la scène de l’histoire mondiale semble incarner l’avènement de l’universalisme européen (bientôt amené à prendre sa forme « moderne » et impériale), certains penseurs ont suggéré, avec Francis Fukuyama, que « 1989 » marquait son accomplissement historique. Aujourd’hui, il apparaît au contraire que la chute du mur de Berlin a été un véritable tremblement de terre épistémique, et rendu inopérants les concepts universels. Dans le monde d’après, c’est à l’idée d’Europe et à sa relation au monde que nous avons affaire. Revenant par un geste ironique sur cette contingence historique, le présent volume se veut une analyse rétrospective de l’époque de l’universalisme, dans toute la dialectique que les commémorations de 1769/1989 ont fait surgir.

Book excerpt: In this rethinking of Marxism and its blind spots, Dick Howard argues that the collapse of European communism in 1989 should not be identified with a victory for capitalism and makes possible a wholesale reevaluation of democratic politics in the U.S. and abroad. The author turns to the American and French Revolutions to uncover what was truly "revolutionary" about those events, arguing that two distinct styles of democratic life emerged, the implications of which were misinterpreted in light of the rise of communism. Howard uses a critical rereading of Marx as a theorist of democracy to offer his audience a new way to think about this political ideal. He argues that it is democracy, rather than Marxism, that is radical and revolutionary, and that Marx could have seen this but did not. In Part I, Howard explores the attraction Marxism held for intellectuals, particularly French intellectuals, and he demonstrates how the critique of totalitarianism from a Marxist viewpoint allowed these intellectuals to see the radical nature of democracy. Part II examines two hundred years of democratic political life—comparing America's experience as a democracy to that of France. Part III offers a rethinking of Marx's contribution to democratic politics. Howard concludes that Marx was attempting a "philosophy by other means," and that paradoxically, just because he was such an astute philosopher, Marx was unable to see the radical political implications of his own analyses. The philosophically justified "revolution" turns out to be the basis of an anti-politics whose end was foreshadowed by the fall of European communism in 1989.

Authors ask which strategies societies in developing countries use to defend their cultural and ecological uniqueness and integrity while being penetrated by environmental hazards and hegemonizing 'Western' forms of heritage culture; or how western societies construct their own past in ways that are sometimes reminiscent of traditional imaginations of a pre-modern past, petrified eternally in an 'ideal' moment of time. Colonial and historical forms of 'heritagization' of human and non-human environments, the essays show, answer to pressing emotional needs for a sense of stability. But the desire for nostalgia, frequently commodified, tends to collide with the similarly pressing need for political and economic survival in a rapidly changing world and in the face of accelerating extraction practices. Without being able to solve this dilemma, the volume makes an interdisciplinary contribution to taking intellectual stake of the asymmetrical politics and poetics of heritage and collective cultural memory.
