Available in PDF, EPUB and Kindle. Book excerpt: Advances in the field of information and communication technologies have substantially affected most segments of our life, leading to the Information Age or Information Revolution. On both individual and state scale, 'information' has become a vital 'commodity' by which one measures levels of knowledge, skills, well-being, prosperity and development. This academic work traces the evolution of the Information Age and the emerging trends of diplomacy and politics in today's world. It signals potential opportunities and threats, while strategically forecasting current and future implications. Including three major chapters, the work is divided into eleven significant themes. It reviews the emergence of knowledge-based societies and highlights their main features. The course of globalization, the worldwide Internet development, the consequences of restricting the flow of information, and the Revolution in Military Affairs are among the issues examined. Also thoroughly treated is the evolution of diplomacy, with reference to information and intelligence gathering, analysis, and policy-making. The publication outlines the qualifications of diplomats and executives required at the present and coming stages of professionalism. In addition to examining contemporary traditional and non-traditional conflicts around the globe, it takes a look at U.S. hegemony policies in world affairs. Certain cultural and social issues directly linked to the Information Age are dealt with as well. They refer to the growing importance of culture and identity awareness in an era of increasing social interdependence, and to the global evolution of languages and their use in everyday life and in current affairs. The book concludes with a set of observations in the aftermath of the September 11 attacks on the United States. The observations point to particular notions and developments that influence our way of living, politics and diplomacy. Furthermore, specific analysis is made to the U.S. invasion in Iraq in March 2003 and to its consequences.

Available in PDF, EPUB and Kindle. Book excerpt: This textbook provides an overview of qualitive and quantitative methods used in different social sciences to investigate defence issues. Recently, defence issues have become of increasing interest to researchers in the social sciences, but they raise specific methodological questions. This volume intends to fill a gap in the literature on defence studies by addressing a number of topics not dealt with sufficiently before. The contributors offer a range of methodological reflections and tools from various social sciences (political science, sociology, geography, history, economics and public law) for researching defence issues. They also address the increasingly important question of data and digitalization. The book introduces the added value of quantitative and qualitative methods, and calls for a cross-fertilization of methods in order to facilitate better research on defence topics and to fully grasp the complexity of defence in the 21st century. This book will be of much interest to students, researchers and practitioners of defence studies, war studies, military studies, and social science research methods in general.

Available in PDF, EPUB and Kindle. Book excerpt: The role of French security policy and cooperation in Africa has long been recognized as a critically important factor in African politics and international relations. The newest form of security cooperation, a trend which merges security and development and which is actively promoted by other major Western powers, adds to our understanding of this broader trend in African relations with the industrialized North. This book investigates whether French involvement in Africa is really in the interest of Africans, or whether French intervention continues to deny African political freedom and to sustain their current social, economic and political conditions. It illustrates how policies portrayed as promoting stability and development can in fact be factors of instability and reproductive mechanisms of systems of dependency, domination and subordination. Providing complex ideas in a clear and pointed manner, France and the New Imperialism is a sophisticated understanding of critical security studies.

Book excerpt: France believes that external threats to its vital and important interests spring more from potential instability on the periphery of Europe than from rival European powers. France has modified its military doctrine to reflect this strategic calculus, and France's conception of peace operations reflects this doctrinal change. France's revision of its peacekeeping doctrine has led or lagged its NATO partners' evolution in thinking, but doctrinal convergence is evident. A meeting of minds has come about because developments that jeopardize France's security are likely to affect that of its key allies as well. France has taken steps to defend its interests within a UN or NATO framework, through the application of force if necessary. NATO political leaders now have cause collectively to play a greater role in North Atlantic Treaty deliberations than they had during the Cold War Defending Western interests in the face of amorphous threats calls for unity of effort and clarity of purpose. If France's comparative advantage lies in the use of force for peacekeeping and associated operations, the Alliance may want to institutionalize this fact via an appropriate mechanism.

Book excerpt: This publication aims to make the Venice Commission's work in the field of protection of minorities more available to the public. It includes, on the one hand, the Proposal for a European Convention on the protection of minorities, as a reply to the heartfelt need for protection of minorities at the European level. The proposal and its explanatory report appear in the first chapter of the publication. This publication includes, in addition, firstly the report on the protection of minorities at domestic law level which was drawn up within the framework of the Venice Commission and secondly the report concerning the special protection of which minorities can take advantage in States with a Federal or Regional structure. The report in question was established on the basis of replies provided by representatives of several European and non-European States to a questionnaire drawn up by the Commission; the questionnaire, together with the replies, appears in an Appendix to the report. Perusal of the replies given by representatives of different States to the same question allows for a rapid appraisal of the solutions adopted in national laws to identical problems of protection of minorities. The European Commission for Democracy through Law considers the question of the protection of minorities to be one of the most important fields of its activity. (Adapted from.

Available in PDF, EPUB and Kindle. Book excerpt: Admiral Raoul Castex is France's most important modern naval strategist. Military historian Eugenia Kiesling offers the essence of Castex's original five volume study, Théories Stratégiques, in a useful one-volume abridgment and a very readable translation. It emphasizes the admiral's method of strategic analysis while omitting most of the historical narrative. Included are chapters defining strategy and relating it to policy and geography, analyzing the role of maritime forces and the significance of command at sea, prescribing a theory of conduct of operations, and introducing Castex's favorite themes: strategic manoeuvre, stratégie générale, and the theory of “perturbation.” Two narrative chapters on German operations in the North Sea from 1914 to 1916 remain as examples of the author's historical style. The introduction places Castex's work in four distinct contexts: the international debate among naval theorists on the nature and importance of “command at sea,” the controversy within France between advocates of the “historical” and “material” schools of naval strategy, the contemporary concern over coordinated naval strategy for total war, and his contribution to the formulation of French strategy between the world wars. In an era of expanding global responsibilities and shrinking national economies, Castex's balanced view of naval power offers many insights for today's new generation of naval thinkers.
