Book excerpt: This project provides an insight to the financing uses and needs of the manufact uring sector in Lebanon sheds a light on the financing issues in the sector. The manufacturing sector is the second largest contributor to the employment force and GDP of the country. The sector has passed through different expansion and re cession periods after the end of the civil war. Even though the subject of financing manufacturing firms in Lebanon is important, there has been no literature review on the subject except for country reports, articles and limited studies prepared and issued by the banks and industrial as sociations in the country. That is why the literature revised in this project w as based on theoretical and empirical studies conducted by leading economists wo rldwide. The literature review ensures the impact of imperfect information on th e credit lending and what type of financing is preferred in case where there is credit constraint. The literature also stresses the importance of a company's st rong balance sheet and working capital on a company's investments. The present research is intended to help putting the initial blocks on future st udies that could be conducted regarding the impact of financing types and terms on the performance of the manufacturing sector. What affects the selection of th e financing types and what is the most preferred source of finance and why? All the information contained herein do not include data on 2005 but data complied u p to year end 2004 due to the misrepresentation that 2005 could entail as a resu lt of the exceptional political incidents. The conclusion drawn from the paper reveals that few internal industry practices such as receivable collections and bank's interest expanses, charges and collat eral have a large impact on the financing of manufacturing firms' needs. The con clusion will show as well how the shortage of working capital and the subsidized loans impact the credit extension in the sector.

This work represents a contribution to the literature on the subject. The methodology adopted may perhaps be also applied to small business in many developing countries. The approach takes the form of a multi-stage model assessing the firm's financial performance. This is applied to small firms in Lebanon during the war period between 1975 and 1985.A review of the literature on financial performance is presented identifying the key issues of concern and debate where research was needed with special concentration on small firms. Furthermore, an extensive and original historical review of the literature which chronologically describes the Lebanese socioeconomic system is presented. Severed hypotheses were formed and tested practically through cut original survey undertaken in Lebanon which included 75 small manufacturing firms. The financial performance of these firms was tested extensively in terms of their manpower, financial management, structure, finance, profit and growth and the environment. The results enabled the major hypotheses to be proven. It has been demonstrated that changes in the economic and financial resources of the country as a result of the wcw have lead to a radical change in the structure of small firm. Much criticism has been made of government policy because of the limited contribution the government has made to the financing of small manufacturing firms. The major conclusions are discussed and a series of recommendations for policy makers were indicated together with suggestions for further research topics.

It underlines the need to strengthen reforms in many areas specifically, by reducing policy uncertainty and improving credit and real estate markets. It also highlights other important issues that restrain the credibility and impact of reforms in many parts of the region: conflicts of interest between politicians and businesses, an investment climate that favors a few privileged firms, and a dominant private sector that often opposes reforms. The book recommends that countries in the Middle East and North Africa (MENA) engage in more credible reform agendas by improving the implementation of policies in a manner that will reduce discretion and privileges. This renewed commitment to stronger growth would entail several developments. First, governments will need to reduce opportunities for rent-seeking and foster competition. Second, they will need to work to reform institutions: private sector development policies will need to be systematically anchored in elements of institutional and public sector reforms in order to reduce discretion and opacity and improve the quality of services to firms. Third, they will need to mobilize all stakeholders, including larger representations from the private sector, around dedicated long-term growth strategies. Short of such a fundamental shift in the way private sector policies are formulated and implemented, investor expectations that governments are committed to reform will be limited. It will take political will and time to support sustained reforms that credibly convince investors and the public that changes are real, deep, and set to last. MENA countries are endowed with strong human capital, good infrastructure, immense resources, and a great deal of untapped creativity and entrepreneurship. The economic and social payoff of embarking on a more ambitious private-led growth agenda could thus be immense for all.
