Book excerpt: One of the largest peace-keeping missions currently being undertaken by the United Nations is in the Democratic Republic of Congo, where the UN is attempting to deal with the civil wars and other conflicts that have plagued the country since 1996. In Intervention as Indirect Rule, Alex Veit uses a close study of the district of Ituri, a major battlefield and a laboratory for international intervention, to explore the micropolitics of warfare and statebuilding. Combining detailed firsthand empirical data with a historically informed analysis, Veit shows the effect that contemporary humanitarian interventions have on state-society relations. He also pays particular, and much needed, attention to the question of why the very organizations that should be helping with international statebuilding efforts--local authorities and civil society groups--so often instead turn out to be corrupt or hostile. Ultimately Veit argues that international intervention tends inadvertently to replicate--or even amplify--historical structures of political inequality, rather than establishing a liberal form of statehood.

Predictions of long, cataclysmic wars were not uncommon in these discussions, while the involvement of German and American soldiers in colonial warfare suggested that future combat would not spare civilians. Despite these "anticipations of total war," virtually no one realized the practical implications in planning for war in the early twentieth century.

Unlike conventional wars these very bloody armed conflicts are no longer the affair of state governments and their armies. In their place appear police-like armed units,security services and secret services, groups and organizations of religious, political and social fanatics ready to resort to violence, 'militias', bands of mercenaries, or just gangs of thugs, led by the condottiere of the 21st century, consisting of militant charismatics, militia 'generals', 'drug barons' and 'warlords' of various kinds. They conduct wars in which the soldiers no longer wear uniforms and there is no meeting of armies in open battle. The armed organizations fight in urban agglomerations and in difficult, inaccessible regions. The combatants fight for religion and quasi-religious ideologies, for the 'rights of the people' or 'national liberation', for power, gain, and booty, and above all for recognition. For the practice of peace, this kind of war has far-reaching consequences. In this book the authors examine various paths to peace and reconciliation in low intensity conflicts. They look at processes of peace making from South Africa and the North of Mali to Indonesia and South East Asia. Common to most studies is that they stress the particular local contexts of peace making tied to the highly localized nature of most low intensity conflicts. The logic of peace has become a logic of local and regional power. The articles shed new light not only on ways and chances of interventions by the international community but also on the role of nongovernmental organisations in violent conflicts.

In 2009 the German constitutional court voted to uphold the constitutionality of the Lisbon Treaty, but its critical, restrictive decision sent shockwaves through the European legal community who saw potential threats to further European integration. What explains Germany's uneasy relationship with the project of European legal integration? How have the concepts of sovereignty, state, people, and democracy come to dominate the Constitutional Court's thinking, despite not being defined in the Constitution itself? Despite its importance to the whole enterprise of the European Union, German constitutional thought has been poorly understood in the wider European literature. This book presents a historical account of German conceptions of constitutional law, providing the understanding necessary to see what is at stake in contemporary debates surrounding the constitution and the European Union. Examining the modern development of German constitutional thought, this volume traces the key public law concepts of state, constitution, sovereignty, and democracy from their modern emergence in the 19th century through to the present day.
